Organizational Setting

One of the main functions assigned to the IAEA under its Statute is the exchange of information among its Member States. Publications represent a major vehicle for disseminating the output of the IAEA's scientific and technical work. The IAEA has an extensive publishing programme, implemented by its Publishing Section, which produces a wide range of publications on nuclear related issues in both print and electronic formats.

The operating environment is dynamic, participative and interactive, with inputs in the form of manuscripts of scientific/technical publications, advocacy items, electronic publishing requests and graphic design proposals originating from all parts of the house.

The Publishing Liaison Officer is the key intermediary between the originators and the publishing/printing area. He or she reports directly to the Head of the Publishing Section.

Main purpose

The Publishing Liaison Officer provides professional support and assistance to in-house clients on matters concerning the preparation, submission and approval of IAEA scientific/technical manuscripts and advocacy materials, according to the IAEA's publishing policies, rules and guidelines and in line with the requirements of the Publications Committee (PC). The incumbent ensures the effective communication and smooth interaction between the Publishing Section and its stakeholders throughout the house, promotes the transparency of all publishing and printing processes and supports the work of publishing related inter-departmental committees.

Role

The Publishing Liaison Officer plays a key role in promoting positive customer relations between the Publishing Section and its stakeholders throughout the IAEA by serving as: (1) an adviser to originators of scientific/technical publications and advocacy/promotional items, providing professional publishing support during the preparation of manuscripts and other published materials; (2) a publications assistant, helping to ensure that relevant publishing policies, rules and guidelines are applied in a consistent manner; (3) a customer service provider, informing clients of the range of publishing and printing services available and continually updating them on the progress of their publishing jobs; (4) a contact point for soliciting and assessing client feedback; (5) an assistant to publishing related inter-departmental committees.

Partnerships

In providing advice, support and guidance on a wide range of publishing-related issues, the Publishing Liaison Officer engages counterparts throughout the IAEA, from programme managers to administrative staff, who are major stakeholders in the IAEA's publications and clients of the Publishing Section's services. The incumbent also works closely with colleagues in the publishing and printing areas in addressing clients' needs and priorities.

Functions / Key Results Expected

  • Organize and coordinate the Publishing Section's Advance Publishing Advice (APA) service by interacting with stakeholders throughout the IAEA in providing information and professional support during the preparation of scientific/technical publications and advocacy/promotional materials.
  • Provide professional publishing support to clients in the application of the IAEA's publishing policies, rules and guidelines in preparing scientific/technical manuscripts and other publications, including the proper submission of materials for approval by the Publications Committee.
  • Advise clients on publishing processes and procedures and refer them to competent sources of information on such issues as publishing and printing costs, graphic design requirements, editing practices, layout and formatting, printing operations, web posting, marketing activities or targeted dissemination efforts.
  • Develop information materials (e.g. brochures, flyers, web pages) and coordinate events (e.g. Insight Series, Induction Course briefings) aimed at apprising stakeholders IAEA-wide of the range and nature of the services offered by the Publishing Section.
  • Solicit and evaluate client feedback using surveys and other means of assessment for the purpose of measuring levels of customer satisfaction; contribute to the revision of the IAEA's publishing policies and practices, if deemed appropriate as a result of client feedback.
  • Serve as Secretary of the Publications Committee, organizing the agenda, confirming that all publication proposals have been cleared as required, coordinating the peer review process of manuscripts and other materials, preparing and distributing the minutes of PC meetings and tracking the implementation of all PC decisions.
  • Serve as Assistant Secretary of the Publishing Policy Board (PPB), supporting the preparation of agenda items, keeping the minutes of PPB meetings and facilitating the implementation of PPB decisions.

Knowledge, Skills and Abilities

  • Very good knowledge of publishing and printing processes essentials, including electronic publishing operations and digital printing procedures.
  • Familiarity with the wide range of IAEA publications essential; knowledge of the IAEA's publishing policies and practices highly desirable.
  • Excellent communication skills in English essential, including the ability to draft proposals, prepare reports, and deliver oral presentations.
  • Strong service orientation, flexibility and understanding of clients' needs essential; very good planning, coordinating, organizing and analysing abilities.
  • Excellent interpersonal skills and the ability to establish and maintain effective working relations with staff at all levels in a multicultural environment; ability to function independently and as a member of a team.

Education, Experience and Language Skills

  • First-level university degree or equivalent experience.
  • Two years of relevant experience in the publishing environment required, with some background in an international environment.
  • Background as a commissioning or development editor in a scientific/technical field or proven experience in dealing with originators of scientific and technical publications in a complex international setting.
  • Excellent command of spoken and written English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian, Spanish) and/or German desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 669 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $26 648*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
