Job Purpose:

Lead and provide guidance for public finance work in the Central Asia region. Analyze, identify, design, develop, process and evaluate loan and Technical Assistance (TA) projects in the Division's regional member countries to ensure economic soundness and consistency with policies and strategies, with a focus on promoting private sector development in two ways: (i) mobilizing short and long dated finance; and (ii) creating fiscal space and boosting public sector efficiency by private sector participation in the provision of public services. Lead and undertake activities to administer loan and TA projects, and non-lending products and services (NLPS) in support of ADB's goal of reducing poverty. Contribute to the development and evaluation of governance, finance and trade sectors policy in CWRD countries. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes:

Strategy and Planning
- Assess the current status in CWRD countries in a few intersecting areas from a financial perspective: (i) ways for mobilizing short and long term long dated finance for development; (ii) boosting public sector efficiency through the use of administrative and service delivery arrangements that are structured with the right incentives; (iii) other initiatives to generate fiscal space: (iv) ways for improving public resource management through the adoption and implementation of public financial management reforms: (iv) develop and implement a more results oriented approach to public finance. Lead and conduct policy dialogue with DMC officials and external donor agencies with respect to reforms.
- Conduct policy dialogue in the above areas with governments in the region
- Design project preparatory or advisory support to design sovereign or non-sovereign projects and promote efficient management of public sector resources
- Coordinate with other divisions in CWRD and other departments of ADB in all related aspects, including technical, thematic, legal, fiduciary and risk management
- Provide substantive technical inputs and analyses for country programming and contribute to the development of the Country Partnership Strategy (CPS) and updates.
- Lead and conduct economic and sector work such as economic analysis for regional and DMC specific sector studies and TA as well as review, provide inputs and strengthen the work of others.
- Participate in interdepartmental working groups on governance, finance and trade sectors issues and in country teams.
- Coordinate with Regional Missions (RMs) for consistency, integration of policy commitments, and knowledge sharing.

b. Project Management
- Screen, identify, and develop lending and non-lending transactions in CWRD countries consistent with ADB policies and strategies. Coordinate with governments, formal and informal network of financial and non-financial institutions, development agencies, and other key stakeholders
- Lead the identification of specific opportunities to improve public finance and governance, in close coordination with other CWRD divisions, PSOD, OGC and OCO, including investment climate reforms and institutional/policy/regulatory reforms related to public management.
- Lead and provide guidance in the economic analysisfor the design, development, and processing of loan and TA projects in the Division's regional member countries consistent with policies and strategies to further development in the governance, finance and trade sectors.
- Lead missions and undertake activities for the administration of sector and program loans and TA projects.

c. Policy and Project Evaluation
- Lead in drafting, as well as providing comments on project, policy and other papers relating to public finance.
- Undertake collection of relevant data and primary/secondary assessments to help in impact evaluation of ADB projects/TAs in areas of focus for this position.
- Ensure projects reflect policies and country strategies for the governance, finance and trade sectors and country and alignment of implementation with ADB procedures.

d. Knowledge Sharing
- Participate in sector and thematic networks to keep abreast of the latest developments and issues.

e. Staff Supervision
- Take the role of mission leader and supervise the work of mission members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

  • Master's Degree, or equivalent, in economics, finance, business administration or other related fields. University degree in economics, finance, business administration or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 10 years of relevant professional experience in the governance, finance and trade sectors, including experience in a developing and developed country context and hand on experience in structuring and implementing transactions. International experience working in several countries.
  • Exposure to the full project cycle (i.e., programming, project processing to project administration)
  • Strong understanding of interface between the public and private sectors and familiarity in benchmarking public institutions against the private sector for improving performance
  • Familiarity with ADB processes and procedures in public sector operations
  • Excellent oral and written communication skills in English
