Senior Public Management Specialist (Financial Management)

Job Purpose:

Oversee and develop the financial management function within ADB by providing (i) financial due diligence advisory services; (ii) use of country financial management systems advisory services;(iii) financial structuring advisory services; (iv) skills development for staff. Advise operations to ensure project compliance with ADB's guidelines on financial management and analysis. Support and advise staff on assessment of DMC country financial management systems, and make recommendations for use in delivery of ADB operations. Oversee the development of knowledge products and disseminate these through internal and external networks, training delivery and other knowledge management tools. Work within a framework and broad policies, principles and goals, applying a high degree of professional judgment in selection of approaches and work methods.

Expected Outcomes:

a. Policies, Strategies and Frameworks
- Oversee, review and update ADB's policies and guidelines on financial management.
- Provide leadership in the review of relevant other policies to ensure consistency from a financial management perspective.
- Oversee the development of policy and strategies for governance and financial management thematic areas in developing member countries (DMCs) in consultation with relevant government agencies and resident missions (RM).
- Provide leadership in conducting dialogue with government officials of DMCs on policy and reforms with respect to the areas of governance and financial management.
- Participate in country teams and provide substantial thematic inputs for Country Partnership Strategy (CPS).
- Oversee the planning and conduct of economic, thematic and sector work around the areas of governance, financial management and financial analysis in the context of sustainable economic development and poverty reduction.

b. Operational Advice and Support
- Provide operational support on financial due diligence activities (i.e. financial analysis and financial management assessment), in coordination with other departments and offices.
- Support operations departments, as requested, with review of and provision of comments on financial analysis and financial management aspects of assigned non-sovereign and sovereign projects and programs as documented in concept papers, technical assistance (TA) papers, feasibility studies, Reports and Recommendations of the President from the perspective of financial viability and sustainability.
- Support operations departments, as requested, with review of and provision of comments on fiduciary risk assessments of country financial management systems, and advise operations departments on the use of such systems, including identification of areas for capacity development, and recommendation of appropriate risk mitigation measures.
- Provide substantial advisory technical support to processing and administration missions on financial due diligence issues and use of country financial management systems, including drafting terms of reference, interpreting guidelines, research on specific topics, etc., as well as participation in selected ADB missions as required.
- Work with project teams to develop financial structures for sensitive and complex projects, proposing innovative solutions as appropriate.
- Advise on financial risks to inform the country partnership strategy and in the design and implementation of projectsand identify the necessary mitigating and corrective action.
- Provide review and substantial technical support to operations departments, including review of papers, feasibility studies, and other support activities, to enhance policy compliance and project quality across various sectors and themes.
- Act as resource person on financial management issues, providing interpretation of related ADB guidelines, resolution of complex financial analysis and management issues, etc.
- Directly support projects as the financial management specialist of the mission team on a demand basis when appropriate.

c. Knowledge Generation and Sharing
- Oversee and develop financial management related knowledge products including sector/thematic studies and assessments, good practice examples, guidelines, and checklists.
- Oversee, design and develop capacity development and training programs in the areas of financial analysis and financial management within the ADB and for stakeholders of DMCs, including serving as a training resource person as required.
- Oversee, develop and maintain databases and websites containing relevant information on ADB's financial management guidelines and activities.
- Serve as focal point for ADB's relationship with national and regional accounting and auditing bodies, including the Confederation of Asia Pacific Accountants, Asian Organization of Supreme Audit Institutions, and South Pacific Association of Supreme Audit Institutions.
- Serve as focal point for ADB's relationship with global accounting auditing bodies (i.e. International Federation of Accountants, International Accounting Standard Board, International Organization of Supreme Audit Institutions), multilateral development banks, and Organization of Economic Cooperation and Development — Development Assistance Committee Financial Management harmonization.

d. Staff Supervision
- Create and lead multi-disciplinary teams and ensure overall quality of its work.
- Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.

Educational Requirements:

- Masters Degree, or equivalent, in business, finance, commerce, or related fields, with a professional designation in accounting (e.g. CPA, CA); University degree in business, finance, commerce or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Masters degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant professional experience in private sector or public sector financial management (i.e. accounting, budgeting, auditing), or related area
- Excellent in project and/or structured finance and/or multilateral development banking preferred
- Excellent oral and written communication skills in English
- International experience working in development in several countries
