Senior Purchasing Manager

PSI seeks candidates for Sr. Purchasing Manager to provide leadership of the PSI’s personnel and procurement activities for the acquisition of goods and services. The Purchasing Unit shall provide strategic purchasing to PSI programs and corporate departments. The unit shall seek consolidation opportunities for better pricing and negotiation with vendors shall be responsible for the development and implementation of PSI Purchasing Policy and Procedure Manual and shall ensure purchasing in accordance with donor rules regulations. This full-time position is based in Washington, DC and reports to the Director of Grants, Contracts and Procurement may require travel of up to 10% to field offices and/ vendor sites.

RESPONSIBILITIES:

•Manage all purchasing activity including planning, tendering, evaluation, contract award and management.

•Monitor the cost, schedule, product quality and other performance factors of vendors

•Research and develop sources of supply for commodities

•Ensure adequate vendor base

•Demonstrate departmental cost savings

•Train all purchasing staff and provide mentoring to maintain proficiency in procurement skills.

•Work with other corporate departments to resolve inter-department problems

•Provide technical leadership in on-going implementation and use of Lawson Purchasing Module

•Develop and revise purchasing procedures and implement “best practice” when advantageous to the PSI

•Maintain and manage all purchasing files in accordance to donor and corporate standards

•Ensure that all purchasing is in accordance with PSI code of conduct
