Adviser on Anti-Terrorism Issues

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

In addition to monitoring and reporting on compliance by participating States with commitments in the areas of freedom of assembly and association, the right to liberty and to a fair trial, the Office has taken a proactive approach to other human rights related issues: it offers training and responds to specific concerns such as the protection of human rights in the global fight against terrorism.

Tasks and Responsibilities
Under the supervision of the Head, Human Rights Department, the incumbent will be responsible for:

Identifying, designing, implementing and evaluating specific projects and/or activities to prevent and combat terrorism, violent extremism and radicalization leading to terrorism, including addressing conditions conducive to terrorism, such as terrorists’ ability to recruit and win support, in OSCE participating States and to ensure full respect for human rights in States’ counterterrorism policy and practice; Providing analysis of anti-terrorism legislation and technical assistance to legislative drafting and other possible programme activities by the ODIHR, including police and good-governance issues; Providing analysis of situations with regard to the prevention of terrorism and effective, human rights-compliant methods for combating terrorism in OSCE participating States and preparing general and issue-specific reports or other background materials on terrorism for the ODIHR management; Providing technical assistance and capacity building as requested, and facilitating the exchange of good practices and lessons learned as appropriate; Networking with similar human rights protection organizations and institutions – international, inter-governmental, governmental and nongovernmental – and independent experts, to exchange information, co-ordinate activities and implement common programs related to preventing and combating terrorism; Co-ordinating activities and projects with other relevant sections of the OSCE, notably the Action against Terrorism Unit and the Representative on Freedom of the Media, and OSCE Field Missions; Responding to requests to the ODIHR on information about terrorism, including follow-up on specific cases of human rights violation; Performing other duties as assigned.

Necessary Qualifications
Advanced university degree in international law, preferably in the field of human rights; Minimum of six years of progressively responsible and relevant professional experience in the field of human rights protection, combating terrorism and/or related human rights fields, including two to three years at the international level; Awareness of international co-operation principles, concepts and techniques; Experience in human rights and anti-terrorism issues; Experience working in a criminal justice system is an asset; Professional fluency in English with good drafting skills; knowledge of other OSCE official languages would be an advantage; Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective; Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package
Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 4,920 (single rate) and approximately EUR 5,270 (dependency rate). OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organisation contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
