Description PRIMARY RESPONSIBILITIES
The Behavior Change Communication (BCC) Advisor will serve in a lead technical role of a five-year project focused on expanding and improving access and uptake of HTC for individuals, couples, and families in selected urban and rural populations in Zambia. S/he will lead the development of a project-wide evidence based BCC strategy to promote the use of HTC services and HIV prevention and health-seeking behaviors by the general population and most-at-risk populations (MARPs). S/he will further oversee the development, implementation and evaluation of BCC activities including mass media, interpersonal communications and community mobilization. . S/he will work closely with program and technical staff to ensure the appropriateness of BCC activities in districts and provinces. S/he will report to the Project Director.

ESSENTIAL FUNCTIONS
•Lead the development of an evidence-based BCC strategy consistent with donor and GRZ priorities and strategies.
•Perform a rapid assessment of existing HTC BCC materials and activities.
•Provide technical assistance in the design, monitoring and evaluation of culturally appropriate BCC activities in provinces and districts; this work will require frequent travel to provinces and districts outside of Lusaka city.
•Liaise and collaborate with national, provincial and district level communications experts and technical working groups to ensure consistency of messages.
•Develop key messages and reinforcement strategy for community and facility level BCC activities
•Develop a comprehensive monitoring tool to track progress in health seeking behaviors and practices
•Develop and deliver training programs in BCC for field interventions.
•Provide technical assistance in developing job aids for facility and community health workers and informational pamphlets/brochures for community members.
•Develop and present presentations on project BCC activities as requested.
•Contribute to donor program reports and other project documents.
•Ensure the highest level of quality in HIV prevention messaging and behavioral change communication activities
Requirements EDUCATION/EXPERIENCE REQUIREMENTS
•University Degree in health communications preferred or public health, social work or related field combined with experience in BCC
•5-6 years appropriate experience in designing and implementing BCC, direct experience in BCC related to HIV/AIDS preferred
•Proven experience in strategy development and message and materials development
•Ability to work with marginalized sub-populations.
•Experience in working with international donors
•Excellent people development and coaching skills
•Excellent command of English, oral and written.
•Excellent computer skills: Windows XP, Microsoft Office (Word, Excel, PowerPoint, Internet and E-mail use).
