Description PRIMARY RESPONSIBILITES

The Operations Specialist is responsible for providing operations and management support for CapacityPlus programs with a focus on the Global Leadership and the HRH Policy and Planning Teams. S/he assists senior and program staff to ensure a strong link between IntraHealth foundation systems and services (e.g. finance, contracts, operations, and human resources) and CapacityPlus projects, including financial and subcontract/sub-grant management. S/he assists with project monitoring and deliverables, and provides support to the CapacityPlus staff with whom s/he works. S/he is based in the Chapel Hill office and works closely with and reports to the Program Manager and supervises no staff.

ESSENTIAL FUNCTIONS

•Develop and revise budgets for CapacityPlus programs and activities in close coordination with the Technical Leads, and maintain and share up-to-date knowledge of budgets, which involves coordinating budgets with multiple funding sources.
•Support the Technical Leads with technical and financial monitoring of activities and programs, which includes monitoring and tracking expenditures and advising Technical Leads on spending.
•Verify that program expenses are charged to appropriate tracking codes and budgets. Monitor and advise on activity burn rates. Develop projections to determine burn rates and monitor spending.
•Review partner costs to ensure adherence to budgets and plans.
•Advise the Senior Finance Manager on budget developments and revisions in close coordination with Technical Leads.
•Review expense reports, cash requests, and Deltek reports and collaborate with finance, contracts and administrative staff to correct any errors identified, informing finance staff of necessary changes to be made.
•Assist in preparing project-related documents (consultant scopes of work, subcontracts, sub-agreements, purchase orders and Memoranda of Understanding) and in managing subcontracts and sub-grants.
•Facilitate the processing of consultants, including identifying, interviewing and hiring consultants, managing consultant expense reports and invoices, and ensuring accuracy and adherence to contracts; and overseeing all domestic and international project-related travel processes.
•Ensure that IntraHealth and USAID policies, procedures, rules and regulations are followed.
•Manage the logistics for team member’s travel and for large-scale events and meetings, including international workshops, as well as pursuing and documenting cost share opportunities with field staff.
•Record and monitor action points from team meetings, including maintaining the activity tracker.
•Respond to requests for assistance in operational, technical and program areas.
•Participate as a member of the IntraHealth Operations Team, attend operations team meetings and respond to deadlines as assigned by the Senior Finance Manager.
•Undertake other related tasks as requested by his/her supervisor.
Requirements EDUCATION/EXPERIENCE REQUIREMENTS
•A Bachelor’s degree in business, public administration, finance, international development or related field and at least 1 year of related experience; or a Master’s degree in related field; or an equivalent combination of education and experience.
•Experience in project management or coordination
•Working knowledge of international health and development, human resources for health and health workforce development is preferred.
•Experience in finance, administration, and management, developing and tracking budgets, logistics and operations.
•Comfortable working in teams with members located in different offices, as well as acting independently in the implementation of specific tasks, multitasking and prioritizing, working under pressure and meeting deadlines.
•Ability to work with a diverse group of people of various nationalities and cultural backgrounds.
•Excellent oral and written communication skills, with all levels of management , partners, contractors.
•Proven skills in Microsoft Office software including Word and PowerPoint and Strong ability to work in Excel. .
•Strong organizational skills – detail-oriented and accurate.
Ability to work independently with a strong sense of urgency in order to meet multiple deadlines.
•Working knowledge of a foreign language is desirable (French, Spanish).


WORKING CONDITIONS/PHYSICAL REQUIREMENTS
•Minimum noise levels in an office environment
•Position is based in an office, requiring sitting at a desk most of the day
•Requires lifting of 0-10 lbs occasionally or as needed
