SUMMARY:

Counterpart International is seeking a full-time Community Liaison Specialist with at least seven years of experience implementing participatory community development programs in the Pacific Region. This locally-hired individual will be responsible for leading a number of community development initiatives intended to integrate communities in designing climate adaptation plans while creating economic incentives to mitigate negative impacts from climate change. The candidate should have strong technical depth and expertise in natural resource management, participatory processes, livelihoods, and mobilization. Prior professional experience in community-based climate change and/or infrastructure projects would be an asset.

DUTIES AND RESPONSIBILITIES:

During this anticipated five-year assignment the Specialist will work closely with the Deputy Chief of Party to implement community development programming over the region: Papua New Guinea, Solomon Islands, Marshall Islands, Tuvalu, Vanuatu, Kiribati, Fiji, Samoa, Tonga, Republic of Marshall Islands, Federated States of Micronesia, and Palau. The Specialist will need to call upon a range of skills, including cultural knowledge, relationship management, capacity building, and project management.

QUALIFICATIONS:

Required

  • University degree in business, environment, economics, agriculture/rural development, or other related field.
  • Minimum of seven years previous work experience in community economic development programs.
  • Experience establishing, managing or supporting national and/or regional networks.
  • Technical background and experience in community-led rural development, livelihoods, microenterprise development, and community-based natural resource management.
  • Strong inter-personal skills and results orientation.
  • High level of English fluency, both verbal and written.

Preferred

  • Strong network of national and regional contacts.
  • Fluency in at least one local language.
  • Familiarity and experience managing/implementing USAID-funded programs.
