SUMMARY:

Counterpart International is seeking a full-time Civil/Environmental Engineer with at least ten years of experience implementing construction projects for USAID, State Department or other donors. The Engineer will identify, design and implement construction projects in response to climate change activity in the Pacific. Projects will focus on rehabilitation, repair and enhancement of physical and natural infrastructure to build the resilience of communities, and better support social (health, education, community service) and economic systems (livelihoods).

DUTIES AND RESPONSIBILITIES:

During this anticipated five-year assignment the Engineer will work closely with the Deputy Chief of Party to implement infrastructure projects: Papua New Guinea, Solomon Islands, Marshall Islands, Tuvalu, Vanuatu, Kiribati, Fiji, Samoa, Tonga, Republic of Marshall Islands, Federated States of Micronesia, and Palau. The Engineer will need to call upon a range of skills, including technical leadership on small scale economic infrastructure projects and rehabilitation of existing infrastructure in response to climate change.

QUALIFICATIONS:

Required

  • Advanced degree in civil or environmental engineering or related field.
  • Minimum of ten years previous work experience in developing countries.
  • Technical background and experience in construction and climate change programming.
  • Strong inter-personal skills and results orientation.
  • High level of English fluency, both verbal and written.

Preferred

  • Regional experience.
  • Strong network of national and regional contacts.
  • Fluency in at least one local language.
  • Familiarity and experience managing/implementing USAID-funded programs.
