Technical Assistance Advisor--Tax Policy
The Fiscal Affairs Department (FAD) of the IMF is looking for a well-qualified expert to fill a contractual position as Technical Assistance (TA) Advisor in the Tax Policy Division based in Washington DC. The appointment term would be for a period of two years, on a renewable basis, subject to satisfactory performance.
The TA advisor will participate in the division's delivery of technical assistance in tax policy to the IMF's member countries, and will be expected, after a time, to lead such missions. The selected candidate should have broad knowledge and experience in the tax policy area, including VAT design, tariff reform, fiscal federalism issues, business taxation, revenue forecasting, personal income tax structure, and excise taxation. Additionally, the candidate will contribute to the other work of the division, by reviewing the tax policy content of IMF surveillance and lending programs; participating in research and preparation of policy papers; responding to technical queries from within the IMF and from member countries; and liaising with other institutions engaged in work in the area. Extensive overseas travel may be expected.
Qualifications
Applicants should hold at least a master's degree or equivalent in economics; a Ph.D. is desirable. Applicants should also have several years of experience as a tax policy expert in government, academic life, or consulting. Emphasis should be on policy formulation, rather than on technical transaction-oriented work, with exposure to the fiscal aspects of macroeconomics. Practical experience in tax policy formulation for developing countries is desirable, although not required. Capacity to undertake analytical work and research is also needed. In addition to technical expertise, the applicant should possess strong diplomatic skills, and excellent written and oral communication skills in English. A working knowledge of French, Spanish or Arabic would be a plus. Emphasis is placed on working in teams.
Other qualified candidates, not selected for this position, may be considered for short-term technical assistance assignments.
