Technical Assistance Advisor--Tax Policy for Natural Resources

The Fiscal Affairs Department (FAD) of the IMF is looking for a well-qualified expert on issues related to the taxation of natural resources to fill a contractual position as Technical Assistance (TA) Advisor in the Tax Policy Division based in Washington DC. The appointment term would be for a period of two years, on a renewable basis, subject to satisfactory performance. FAD is a world leader in policy-focused research on public finance, it provides advice to member governments and area departments of the IMF on fiscal policies for the management of revenues from natural resources-principally minerals and petroleum. In addition to its regular program of TA, the IMF opened a multi-donor trust fund on Management of Natural Resource Wealth in 2011, which already operates 16 advisory projects in 9 countries.
FAD's Tax Policy Division seeks an experienced economist, specializing in resource taxation and with a good background in economics of mining and petroleum, to join its team taking the resource taxation agenda forward as demand for FAD's work expands. The TA Advisor will take part in or head TA missions on mining and petroleum taxation for member countries, undertake research on resource taxation and related issues, collaborate with IMF area departments on resource taxation issues arising in Fund surveillance or lending operations, contribute to external conference and workshops, and engage with civil society and industry on resource taxation issues.

Qualifications

Applicants should hold at least a master's degree or equivalent in economics; a Ph.D. is desirable. Applicants should also have several years of experience in the resource taxation field, with strong credentials gained from work within governments, international organizations, resource companies, consultancy, or research institutions-and preferably two or more of these. Experience of providing public policy advice in a developing country context will be a distinct advantage, as will knowledge of fiscal legislation, contracts, commercial agreements, and of regulatory frameworks for resource industries. A sound knowledge of general public finance and taxation principles is vital. Capacity to undertake analytical work and research is also needed. In addition to technical expertise, the applicant should possess strong diplomatic skills, and excellent written and oral communication skills in English. A working knowledge of French or Spanish would be a distinct advantage.
Good knowledge of financial modeling (using Excel) and of accounting and cash flow concepts is essential.
Other qualified candidates, not selected for this position, may be considered for short-term technical assistance assignments.
