Senior Facilities Officer ,IMF

Under the general supervision of the Section Chief, Facilities Operations of the Facilities Management Division (FMD) of the Technology and General Services Department (TGS), plans, schedules, manages execution of departmental assignments and projects related to the timely and cost-effective delivery of facility services to ensure a safe work environment for the Fund staff at headquarters and abroad. Assists the Section Chief with specific assignments and may serve as acting Section Chief in the absence of the Chief.
Duties & Responsibilities
Manages the Property Management contract focusing on the building management operations of IMF Headquarters Facilities comprising approximately 3 million gross square feet (280,000 m2). Such services include, but are not limited to: engineering, maintenance, appearance care and cleaning, interior and exterior landscaping, moves additions and changes (MAC), parking administration, property administration, work control and administration, and coordination with capital projects.
Administers the outcome-based performance contract. Manages the process under which the vendor is awarded at-risk fees only in the event that it achieves specified contract performance targets. Demonstrates knowledge of fiscal management, accounting procedures, and related documentation; strong records maintenance and documentation skills.

Participates in the development of long-range planning and budgeting for facilities capital project initiatives, including annual revisions to the Fund's strategic capital facilities 20-year plan. Identifies and justifies new facilities projects in advance of appropriate fiscal year submission deadlines utilizing consultants and other experts, qualified in pertinent technical disciplines.

Coordinates operations and maintenance design review and project support activities to ensure alignment of Capital Project work for the purpose of ensuring continued integrity of buildings and building operations. Represents the Section in meetings relevant to these projects. May be called upon to directs multiple complex engineering and renovation Fund capital projects, such as building systems improvements, major building repairs and implementation of new technologies at the Fund's headquarters facilities (HQ1, HQ2, and the Concordia complex). Other duties include:
  • Acts as the interface between Facilities Operations and HQ1 project team
  • Develops and directs multiple complex project design and construction projects
  • Development of objectives, scope of work, project schedules, budget estimates, design, construction, commissioning and close out of major capital projects
  • Manages contracts to ensure that procedures and policies of the contract are followed
  • Partnering with the Procurement section perform procurement activities, including vendor research, evaluation of customer needs versus available budgets, recommend qualified vendors, establish evaluation criteria and recommend contract award
  • Supervises contractor performance and perform construction management related services. Undertake other functions within Section, as directed by the Section Chief
  • May have limited supervisory responsibilities; mentors junior staff
  • Provides leadership on key assignments. Has significant technical responsibilities in area of expertise
  • Recommends standards and policy guidelines when appropriate
  • Monitors and reports on performance of contractors and consultants

Qualifications

Education, Skills and Experience
An advanced university degree supplemented by a minimum of six years of professional experience in Facilities Management, Engineering, or related fields is required. Alternatively, a bachelor's degree, supplemented by a minimum of ten years of relevant professional experience would satisfy the requirement.

Demonstrate a thorough knowledge of facilities management principles and practices. Good judgment and analytical skills in order to evaluate conditions in the field and correctly evaluate level of service and efficiency of service delivery.
The candidate will possess a relevant professional certification in facilities management from a national/international organization such as IFMA, AFE, Arseg, BIFM, ABRAFAC, FMA, etc.
Contributes and provides industry-specific knowledge in the assessment of facility services, maintenance and cleaning practices, and building systems and components. Evaluates the effectiveness of building components and services in meeting the needs of Fund staff, and identifies areas for improvement in the use of operation of services, space and building systems. Candidate should be well-versed in sustainable practices used in maintaining and operating buildings.
Advanced working knowledge of critical building systems is desirable: including but not limited to, electrical transformation and distribution, building automation systems, data center systems (e.g. UPS and stand-by power, cooling) life safety systems, IP based network infrastructure (copper and fiber) and roofing and exterior envelope systems.
Experience with contract administration, preferably performance-based contracting, essential. Must demonstrate knowledge of key contracting principles, especially demonstrated experience in managing contracts dividing responsibility between a contracting officer (financial administration) and technical officer (operational performance management), and which delegate means and methods to the contractor and focus on outcomes achievement.
