Consultant for Budget Reform World Bank

The objective of the consultancy is to support the World Bank team in implementation of performance-informed budgeting (PIB) by providing implementation support (sharing know how, on-site training and technical assistance, assessing the implementation process, engaging in training activities, and advising the Government in the course of implementation of the PIB program) mainly to the Budget Department of the Ministry of Finance, as well as when required, to relevant units in other ministries (i.e. Ministry of Planning) and the pilot ministries.

The consultant will work on-site with the Government and be supported by the Bank team to facilitate the introduction of PIB. The focus of the consultant’s services would be on:
(i) support the planning of introduction of program based budgeting over the course of 2014 budget cycle (starting end 2012);
(ii)Capacity building in the Budget Department, focusing specifically on the skill needs of the identified group of civil servants tasked to work on introduction of budget ceilings, new budget calendar and program budgets;
(iii)Support and advice on developing the following budget related documents (i.e.New Budget Circular; Budget Ceilings;Methodology for developing budget program structures; Guidelines for developing budget information, including the explanatory notes for program budgets).

The consultant is expected to have the following qualifications:
• Education degree in the financial management or public sector management;
• Practical knowledge and experience with managing performance (results) based budgeting in the Government at the central (federal) or provincial level would be desirable;
• Awareness of effective policy management practices and experience with Cabinet procedures related to budgeting;
• Experience of working in the government (Cabinet Office or Ministry of Finance, or related government body) would be an advantage;
• Knowledge of requirements for performance management, monitoring and evaluation systems in developing performance budgeting, program budgeting in OECD countries, as well as desire and ability to research the topics above from the available sources (OECD, IFM and WB publications);
• Experience of working in a government agency with direct involvement in planning and budgeting processes.
The consultant should have:
• Excellent communication and leadership skills, as evidenced by previous work record and references;
• Analytical capabilities: abilities to diagnose problems and develop options for addressing those;
• Skills in writing concise and informative notes and policy notes for the Government;
• Computer skills: Word processing, Excel, PowerPoint, etc.
• Language of communication: English.

The consultant would be based in Port-of-Spain for an extend time of at least 12 months and interact with the Government on a regularly basis. He/she would be supported by the World Bank team located in Washington, DC.
