Contract: Programme Manager

Umgeni Water, in its capacity as Implementing Agent, acting on behalf of Alfred Nzo District Municipality is looking for a highly motivated, energetic, suitably qualified and experienced person who will programme manage the remainder of the construction stage of Phase 1 of the Greater Mbizana Regional Bulk Water Supply Scheme up to its completion and full commissioning, expected to be towards the end of 2013. The Scheme is located in the Mbizana Local Municipality in the Eastern Cape. The successful candidate will report to the Planning Engineer who is currently carrying out this work. The Programme Manager will be required to perform his/her tasks with ever-increasing independence, while adhering to Umgeni Water’s policies, procedures and controls.

Minimum Qualification, Knowlege & Skills Minimum Requirements:
Project Management qualification and registered as a PMP and/or SACPCMP registration is a requirement. Bachelor of Science in Civil Engineering or equivalent qualification with at least 10 years design, construction and project management experience in water-related projects, with specific project experience in bulk water supply infrastructure projects including pipelines, reservoirs and pump stations. Experience in dams will be an added advantage. Computer proficiency in MS Office, MS Project and a working knowledge of GIS. A valid unendorsed driver’s license and a willingness to travel extensively.

Skills Required:
Computer proficiency in MS Office, MS Project and a knowledge of GIS.
High level of numerical, analytical, administrative and financial skills.
Ability to communicate complex technical issues with a variety of stakeholders.
Good report writing skills.

Leadership and good people management skills.
Proficiency in English (knowledge of any of the Nguni languages will be an advantage).

Good understanding and working knowledge of various conditions of contract and tender documentation such as CIDB, GCC, etc. Knowledge of PFMA is required.
Understanding of water, environmental and local government legislation.
