Cooperative Agreement Management Assistant

The U.S. Embassy in Pretoria is seeking individuals for the positions as Cooperative Agreement Management Assistant (2 positions) in the Centers for Disease Control and Prevention (CDC).

Minimum Requirements

Qualifications Required: NOTE: ALL APPLICANTS MUST ADDRESS EACH SELECTION CRITERION DETAILED BELOW WITH SPECIFIC AND COMPREHENSIVE INFORMATION SUPPORTING EACH ITEM.

Items 1-7 are ALL REQUIRED

1. Bachelor’s degree or host country equivalent in health administration, public administration, business administration, economics, management or finance
is required.
2. A minimum of five years of progressively responsible work experience in business, management, public health or an international organization is
required.
3. English level IV (fluent) - writing/reading/speaking is required. (This will be tested).4. Must have an in-depth understanding of the structure and
functions of CDC/SA, including detailed knowledge of CDC’s role and function in support of the President’s Emergency Plan for AIDS Relief
(PEPFAR), HHS (CDC and HRSA) and policies, guidelines and procedures for administration of contracts and cooperative agreements, and inter-
agency procedures for coordination with CDC/HRSA and the American Mission in South Africa.
5. Must have a detailed and broad knowledge of the
host country operational environment, including a detailed knowledge of the business environment in South Africa.
6. Must have excellent judgment and
analytical skills and excellent writing skills.
7. Must be proficient in the use of Microsoft Suite 2007 – Basic Excel and Basic Word. (This will be tested)

Qualification Required for the Full Performance Level.
In addition to the qualifications required for the Trainee level, applicants must
have:
- At least one full year of substantial exposure to administration or management of programs or funding of special projects at a USG Agency.

Job Specification

Basic Function of Position:

The incumbents serve as Grants Management Specialist to support and promote effective and coordinated implementation, monitoring and overall management of HHS/CDC funded PEPFAR activities carried out by implementing partners in South Africa. The position serves as a senior liaison between CDC/SA and implementing partners receiving funds from CDC/Atlanta and HHS/HRSA, particularly focusing on reporting requirements, budget implementation and execution issues and overall administrative management issues associated with CDC/SA cooperative agreements. The position works to support fiscal reporting requirements for the integrated interagency PEPFAR country team including CDC, USAID, and the State Department, and collaborates closely with other senior staff in support of cooperative agreement project management. The position serves as a senior national staff member (Administrative and Financial offices) interacting with implementing partners funded by CDC/SA, including the Government of South Africa (Ministry of Health, South Africa National AIDS Control Program, National Health Laboratory Service, South Africa National Blood Service (SANBS) and the National Department of Corrections), institutions and/or national and international NGOs. The incumbent provides operational and fiscal management assistance to implementing partners and advises them on USG procedures and reporting requirements to assure compliance with CDC’s cooperative agreement management regulations and policies.

Basic Salary: R197,638 – R276,695 per annum
Cash Benefits: R56,530 – R63,118 per annum Non-cash benefits include medical, pension and others where applicable
