Background
The Department of Management and Finance is the largest department in the OSCE Secretariat and is responsible for managing the material and financial resources of the Organization.

Budget and Internal Control Services (BICS) is responsible for co-ordinating and supporting the programme planning and managing the OSCE budgeting process in general, including providing advice to relevant stakeholders. It is also responsible for managing the co-ordination of DMF support to the Field Administration Units of all Funds, providing on-site advice, assistance and support in the areas pertaining to management and finance, in particular on business application systems and associated controls, which are designed to strengthen the internal control environment and reduce risk through effective mitigation measures. The Section comprises 11 staff members.

Tasks and Responsibilities
Under the supervision and guidance of the Director for Management and Finance (Director/DMF), the incumbent will be responsible for managing budget and financial functions and develop and maintain policies, procedures, systems and controls to ensure their implementation OSCE-wide. More specifically, he/she will perform the following duties:

Managing OSCE-wide budget activities
• Contributing to OSCE strategic planning and budgeting process;
• Taking a lead role in preparing, facilitating and distributing the programme outline, unified budget, programme budget performance report, mid-year and year-end reviews in the Organization’s planning and budget cycle;
• Maintaining controls over budget implementation and revisions to ensure they meet requirements of financial regulations;
• Overseeing the calculation and monitoring of staff standard costs across the Organization;
Operating the OSCE’s internal control framework
• Developing, maintaining and monitoring a risk based integrated internal control framework throughout the Organization;
• Ensuring that the Common Regulatory Management System (CRMS) adequately addresses the needs of the Organization and proposing enhancements through new or revised Financial Administrative Instructions based on needs identified through the risk management process and through various activities related to monitoring of internal controls;
• Providing primary interface with internal and external auditors on audit recommendations;
Supporting Institutions and Field Operations
• Managing the co-ordinating of assistance to the Institutions and Field Administrative Units;
• Ensuring Institutions and Field Operations meet the needs and standards of the Organization by providing expert assistance on overall structures, guidance on approval authorities, a framework for and monitoring of segregation of duties;
• Assisting in the recruitment of Chiefs of Fund Administration Units (CFAs);
Providing business application support
• Providing business application support and overseeing BICS’ support to business staff in the identification and development of business cases and documentation for new or enhanced finance, project and materials management systems solutions;
• Overseeing business process training throughout the Organization;
• Performing other related duties as assigned such as deputizing for the Director/DMF as needed.


Necessary Qualifications
• MBA or MA with specialization in accounting and finance;
• Certification from an internationally recognized accounting body;
• At least ten to twelve years of relevant professional experience in a large public accounting firm, and/or at a senior management level in a national or international organization or business enterprise;
• A thorough knowledge of the practical application of financial management and programme budgeting theories;
• Expertise and experience in developing and maintaining Enterprise Risk Management Systems;
• Ability to advise on policy issues and priorities and to formulate policy, plans and procedures;
• Excellent knowledge of English with good drafting skills; knowledge of other OSCE working languages would be an asset;
• Good diplomatic skills, political sensitivity and strong negotiation skills
• Resourcefulness, initiative and maturity of judgement;
• Proven team leader experience to inspire and motivate staff;
• Computer literate with practical experience in the use of computer applications, such as word processing, spreadsheets and database software and with major accounting, budget and finance computer systems;
• Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
• Ability to achieve established goals through collaboration, establishing and maintaining effective and constructive working relationships with people of different national and cultural backgrounds.

Remuneration Package
Monthly remuneration will vary between EUR 8,064 (single rate) and EUR 8,681 (dependency rate) depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
