Job Purpose:
  • To conduct Country Poverty Assessments and monitor mechanisms for existing portfolio in the way of poverty reduction effectiveness.
  • To manage the development of relevant operational & administrative policies, new concepts, service areas & proven poverty alleviation programs/scale up existing local initiatives, and contribute to poverty projects design.
  • To treat all poverty reduction issues relating to Member Country Partnership Strategies.
Responsibilities:
  • Assist in the development, review and supervise implementation of plans/programs for the poverty reduction function and at the same time devise measures that contribute to improved operational performance of said function.
  • Draft or contribute substantively to policies of the ISFD, and related documentation, both operational in nature (eligibility criteria for projects, beneficiary countries, sectors, etc.) and administrative/internal or among the IDB Group.
  • Develop novel or new iterations of existing poverty reduction concepts or programs to be undertaken or financed by the ISFD, including the appropriate scaling up of successful local interventions, through pilot programs and new flagship prospects.
  • Contribute to project design phase of ISFD funded or co-sponsored project or program interventions and recommend required adjustments to maximize poverty reduction outcomes.
  • Keep the staff of ISFD, the Operations Complex, and the Bank at large informed about new policies and strategies in poverty alleviation, success stories and practical guides.
  • Carry out essential diagnostic and analytical work to bring about better understanding of poverty in IDB member countries, poverty tools and methods with regular sessions organized to raise awareness.
  • Contribute actively to the preparation of the ISFD Annual Report.
  • Contribute to the ongoing Member Country Partnership Strategies (MCPS) as undertaken by Country Department-led IDB Group teams of specialists.
  • Prepare and present substantive reports on reducing poverty and inequality within the context of the relevant international agreements and understandings as needed by ISFD Management.
  • Prepare and present regular progress reports to keep ISFD seniors abreast of the latest business development & trends.
  • Assist in developing institutional mechanisms & tools to ensure multi-sector coordination of poverty reduction strategies at the country level.
  • Identify socio-economic and operational indicators and other benchmarks, and accordingly institute a project management tool, to be utilized for assessing the implementation and outcome of the Bank's operational activities on a yearly basis.
  • Attend Regional Network Committee (ReN) Meetings and others where interventions in LDMCs are proposed and envisioned to assist in this regard.
  • Contribute substantively in increasing built-in poverty reduction objectives and components in development projects and programs, particularly for those seeking concessional or ISFD contributions.
  • Carry out the Country Poverty Assessments (CPAs); including doing all the groundwork required for this purpose, that is, desk-reviews, terms of reference for consultants....etc.
  • Undertake field level missions for actually doing the CPAs, including meeting the all relevant stake-holders including the poor, collection, analysis and writing up the date in a coordinated manner with the Country and relevant Sector Departments.
  • Develop the relevant CPAs up to quality standard and make all relevant preparation for it to be approved by the relevant Management Committees.
  • Act as a focal point of coordination among the IDB Group to ensure synergy in the area of programming for joint effort in poverty alleviation.
  • Provide advice on poverty issues, especially with regard to improving social-service delivery to under-served areas and groups; and at the same time,supporting the development of their national capacities for poverty analysis & policy design ensuring that the IDB's poverty reduction agenda is fully integrated into Member Country Partnership Strategies (MCPS) and Medium Term Business Plans (MTBPs).
  • Assist in the identification, design/preparation and implementation of pro-poor social and poverty reduction operations.
  • Monitor performance of ISFD poverty reduction project or program interventions within portfolio and ensure compliance with poverty reduction objectives as well as with ISFD guidelines and criteria.
  • Build & strengthen business networks of national, regional and international organizations, specialists & experts that IDB can cooperate with in poverty alleviation.
  • Advocate IDB's role in poverty reduction to a variety of stakeholders including Member Countries, civil society organizations, social research institutions, bilateral agencies, the UN System.....etc.
  • Work out practical modalities that will motivate the private sector to cooperate effectively with the IDB for joint activities in poverty reduction.
  • Orient IDB staff on current developments, best practices and success stories in the field of poverty reduction, and accordingly, recommend appropriate poverty reduction intervention mechanisms that the IDB could adopt to contribute to MDGs and other internationally agreed development goals (IADGs).
  • Keep abreast of research and policy developments on MDGs, other IADGs and poverty in general, with the view to design appropriate responses by the IDB.
Qualification & Experience:
  • A university degree in a relevant field (Postgraduate degree is highly preferred).
  • 4-6 years of professional experience in poverty reduction assessment as well as designing and implementing CPAs.
  • Experience in transitional, post-conflict countries and/or Islamic countries.
Skills & Competencies:
  • Proficient in MS Office, Windows and Business Applications.
  • Communication skills (written & oral).
  • English (spoken & written) is required. (Arabic-French) is desired.
  • Posses professional and technical expertise.
