IPPF EN includes 41 membership-based associations throughout Europe and Central Asia, as well as the Regional Office in Brussels, Belgium.

The IPPF European Network regional office in Brussels is seeking to recruit a full-time PROGRAMME OFFICER to join its programme department.

In this position you will support and contribute to the effective and efficient functioning of the department and to our programmatic support to the IPPF European Network Member Associations.

You will work closely with colleagues in the team to provide technical assistance and support to IPPF EN Member associations, in particular in the development of HIV projects/programmes.

In addition, you will support both the regional office and the member association efforts on data collection, compilation and analysis.

Profile:

We are looking for a team player with at least 2 to 3 years’ experience in the design, coordination and monitoring of HIV/ sexual and reproductive health programmes and working with NGOs. You are a strong communicator, with excellent English writing skills. Knowledge and/or in-country experience of Eastern Europe and Central Asia is considered an asset.

JOB DESCRIPTION

Job Purpose

Support and contribute to the effective and efficient functioning of the Programme Department and contribute to the effective programmatic support to the IPPF European Network Member Associations (MA) such as to enable them to execute their mandates in line with IPPF programme priorities.

Key Tasks

  • Review and support annual programme budgets, annual reports of grant-receiving MAs;
  • Monitor the implementation of MAs’ activities, reporting deadlines and commitments;
  • Support data collection and contribute to the analysis and use of MA performance data and clinical services data;
  • Provides technical assistance to MAs in programme/project development, and eIMS as necessary;
  • Act as focal point for assigned technical area (HIV/AIDS), as agreed and in close and direct liaison with Programme Director;
  • Contribute to regional reports and analysis of information in eIMS;
  • Contribute and support organisational learning in the IPPF European Network;
  • Attend and report on regional and other meetings and workshops on request;
  • Contribute to coordination, development and implementation of regional initiatives on request;
  • Perform such other duties as may be requested by the Director Programme.

Education & Qualifications

A university degree in the social sciences, development studies, anthropology or a related area.

Professional Experience

The successful candidate will have at least 2 to 3 years of experience in the design, coordination and/or implementation of HIV and/or sexual and reproductive health programmes working with NGOs. In-country experience in Former Soviet Union or developing countries is considered an asset.

Skills

  • Analytical skills in programme/project development, evaluation;
  • Comfortable with data collection, compilation and analysis;
  • Initial professional experience in HIV programming;
  • Excellent English writing skills. Fluent in English. Russian an asset.
