About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity, founded in December 2008. ENTSO-E coordinates the
cross-border system operations, system development, electricity market and R&D activities of 41 transmission system operators (TSOs) across 34 countries. ENTSO-E is assigned important tasks in the EU’s 3 energy legislative package which applies since March 2011, namely the
development of network codes and of network development plans.

Due to growing external demands for ENTSO-E to contribute to current legislation related to the Internal Energy Market and the importance of effective internal and external communication for the success of ENTSO-E’s work, the Secretariat is opening a Legal Advisor position.

General position description

The successful applicant will work in the Legal Section of the ENTSO-E Secretariat under the direction of the General Counsel. Many of ENTSOE’s
activities require legal support and expertise, across all f our Committees (System Development, System Operations, Market and Research & Development), with a special focus on the Legal & Regulatory Group. The Legal & Regulatory Group, “LRG”, provides legal support and guidance on many ENTSO-E activities and processes.

The successful candidate will work on a full-time basis at ENTSO-E’s Brussels-based Secretariat. Travelling across Europe may be required.

Specific responsibilities and tasks

The following support functions are foreseen initially:

  • Providing legal advice on network code development for drafting teams under the Market Committee, the System Operation Committee and the System Development Committee, including for example providing support to the codes legal drafting and the assessment of stakeholders’ comments, participating in the drafting of legal opinions on network code issues and organizing their consolidation;
  • Providing legal support to the Legal & Regulatory Group and its subgroups in cooperation with the General Counsel, this could include participating in the negotiation of Consortium agreements for the realization of multi-party R&D projects and of agreements on exchange of information;
  • Conducting legal research on an ad-hoc basis, for example in the following areas: competition law, energy law, EU external relations, international contract law;
  • Monitoring legislative and policy developments relevant for ENTSO-E in the EU Institutions and in the new agency of regulators ACER and, in cooperation with the General Counsel, ensuring a reporting on these matters to the ENTSO-E Bodies;
  • Keeping up to date the ENTSO-E EU law and regulatory data base relevant for ENTSO-E activities.

Qualifications

  • University degree in Law with specialization on European law, including preferably specialization in energy or anti-trust law;
  • Proven expertise and interest in European Institution legislative process and in energy legislation (preferably in transmission regulation);
  • Excellent writing and presentation skills in English and French or Dutch;
  • Proven ability to manage multiple projects and establish priorities.
