We base our advice on scientific evidence, we try to find innovative ways of solving common public health problems, while recognising the realities of everyday practice in developing countries.

We work to strengthen our portfolio on Procurement and Supply Management (PSM) of health products (essential medicines, diagnostics, lab materials, medical equipment, and preventive materials such as long-lasting insecticide treated nets and condoms). We are looking for a:

Programme Officer Procurement and Supply Management
(Health Products)

to strengthen our current PSM portfolio and to develop a Technical Assistance Unit. The candidate will map current opportunities, analyse current competition, identify potential partners, develop project and programme proposals, and position RiH as a recognised technical advisory agency in the PSM area within coming years.

Responsibilities
We expect the ideal candidate to:
• Develop a set of background documents on developments, trends and priorities of donor and funding agencies in medicines policies, access systems, supply chains, and efforts to improve rational use of health products, based on data from a variety of sources.
• Take an important role in establishing contacts with donor and funding agencies, partners and stakeholders, and proactively position RiH for upcoming PSM opportunities.
• Take key responsibilities in formulating proposals to donor and funding agencies, provide technical assistance in individual and country-level health product access systems and supply chains.
• Take key responsibilities in the development and updating of RiH training materials, and participate as an instructor in RiH training courses in the Netherlands and abroad.
• Represent ResultsinHealth in national and international technical and development forums, technical meetings, briefings, international conferences, and other events.

Requirements
• Masters’ degree in Pharmacy, Public/International Health, or comparable field, complemented with 5+ years of working experience in international procurement and/or supply chain management, with an emphasis on essential health products.
• Technical experience in supply and demand issues in public health programmes; assessing policies, systems and structures to secure access to essential health products in public and/or private sectors.
• Knowledge of key organizations and networks active in the field, and knowledge of current debates in medicines policies, access, supply chain management and rational use of health products.
• Good writing skills, with experience in project design, proposal writing, and budget development.
• Fluent in English, both verbally and in writing. Knowledge of other languages is an asset.
• Able to meet deadlines, with strong attention to detail and quality

We offer

• Salary range Euro 40,500 – 56,000 per annum, depending on level of experience.
• Duty station: Leiderdorp (The Netherlands).

Position within RiH
The Programme Officer PSM will report to the Directors and actively collaborate with other RiH staff members. Due to our current team composition, we are particularly interested in male candidates
