Description PRIMARY RESPONSIBILITIES
The Project Director will lead a five-year project focused on expanding and improving access and uptake of HTC and referral and follow-up services for individuals, couples, and families in selected urban and rural populations in Zambia. The Project Director is responsible for smooth implementation of the project, managing the overall team, and serving as the main point of contact with the donor, including preparing written progress reports, success stories and other documentation of project implementation and outcomes. S/he will ensure overall program and technical excellence and quality assurance, lead project planning and implementation and bear ultimate responsibility for results. The Project Director oversees all aspects of the project with a particular focus on the integrity of 1) program design with a view towards sustainability, 2) implementation and quality and 3) monitoring and reporting. S /he will provide strategic guidance, vision, and leadership to the entire project effort and work closely with and supervise the project staff to ensure team work collaboration across program and technical areas. S/he will liaise with GRZ authorities and other stakeholders at the national, provincial and district levels to ensure that the program responds to country priorities. This position reports to the US-based Senior Program Manager.

ESSENTIAL FUNCTIONS
•Develop and maintain strong collaborative relationships with MOH, provincial and district authorities, the donor and other project partners and stakeholders.
•Maintain regular contact with donor to provide project updates, discuss strategies, obstacles, performance plans, and indicator success, communicating project progress through both formal and informal meetings and required quarterly and annual reports.
•Develop program activities that are responsive to country priorities and strive for local capacity building and sustainability beyond the life of the project.
•Build upon existing training and quality assurance (QA) approaches for HTC and PwP services and programs.
•Lead development of annual project work plans and budgets and oversee all operational components of the project to ensure that objectives achieved and targets met.
•Oversee a monitoring and evaluation (M&E) system to ensure the quality of and use of project data for project reporting and/or revisions of project strategies/activities.
•Supervise a project team including senior technical, financial and M&E staff. In addition provide regular supportive supervision visits to the districts.
•Ensure submission of required program, technical and financial reports to the donor according to guidelines and timeframes provided by contractual agreements, and to IntraHealth/Chapel Hill according to IntraHealth guidelines and standards.
•Oversee the application of IntraHealth’s Zambia finance and administration and human resources policies and procedures to the project.
•Ensure that the project reflects IntraHealth standards in core technical areas (e.g. training and learning, performance and quality assurance, monitoring and evaluation) and mobilize technical assistance and support as needed.
•Represent IntraHealth at external meetings with donors and partners.
•Additional tasks to be determined as requested by the Supervisor
Requirements EDUCATION/EXPERIENCE REQUIREMENTS
•MD or nursing or related degree combined with at least 5 years of experience managing donor-funded health projects; HIV/AIDS experience in Zambia preferred.
•Prior experience (3 years minimum) working in HIV/AIDS
•Proven experience in management and supervision
•Excellent oral and written communication skills in English
•Experience working under USG funding preferred.
•Experience leading and managing teams when team members are off-site preferred
•Ability to develop and manage program budgets.
•Computer literacy in Word, Excel, Power Point
•Availability to travel an estimated 30% within the country and periodically internationally
