Description PRIMARY RESPONSIBILITIES
The Monitoring and Evaluation (M&E) Manager is responsible for designing, evaluating, and implementing program M&E activities for a five-year project focused on expanding and improving access and uptake of HTC and referral and follow-up services for individuals, couples, and families in selected urban and rural populations in Zambia. The M&E Manager will develop the capacity of staff and selected stakeholders in data collection, analysis, reporting, and evaluation. S/he will identify and evaluate best practices and state-of-the-art approaches for the program, and support dissemination if overall results to project stakeholders. This position reports to the Project Director and liaises with a US-based-based M&E Advisor.

ESSENTIAL FUNCTIONS
•Design and supervise the implementation of a project-wide monitoring and evaluation system including the use of data in project reports, presentations and other documents.
•Facilitate project staff understanding and buy-in and adherence to the M&E system.
•Collaborate with IntraHealth research staff in the design and conduct of any project research activities.
•Plan and organize all data collection, including training of project and partners staff responsible for data collection and data management.
•Maintain all information generated by the project in an efficient and easy-to-use manner
•Participate in the development of technical reports, summaries, protocols, qualitative and quantitative analyses.
•Investigate, create and develop new methods and processes to aid project advancement
•Collect and document best practices and lessons learned from the project
•Update program communications materials periodically;
•Prepare routine reports, presentations, brochures, project summary sheets, newsletters, highlights and other publications as required by the project
•Travel regularly to project sites to provide direct technical support to monitoring and evaluation efforts
•Supervise and mentor M&E staff based in Lusaka.
•Perform other duties as assigned.
Requirements EDUCATION/EXPERIENCE REQUIREMENTS
•MPH or related master’s degree or an equivalent combination of education and experience
•Knowledge of monitoring and evaluation techniques, procedures, and protocols
•Five or more years of proven M&E experience
•Experience working on M&E for USG and PEFPAR funded projects a plus
•Demonstrated skills in quantitative data analysis and data management
•Ability to multi-tasking: handle multiple projects simultaneously, prioritize assignments
•Proficient in Excel, Word, and Power Point: SPSS or other statistical software package desired.
•Fluency in English, including excellent English written and oral presentation skills
