Safety and Resilience Coordinator (Grade 4)

Purpose of position:
Prepare, Warn, Mitigate, Recover, and Live are the pillars of the IFRC Framework for Community Safety and Resilience that support a multi-sectoral approach for safer and more resilient communities. The Framework establishes a global foundation for all RCRC actions towards achieving DRR objectives in line with the Hyogo Framework for Action. The IFRC Country Delegation supports enhanced collaboration and positioning of national societies with their own governments to ensure community concerns and domestic priorities are at the forefront of national society's strategic directions and resources allocation.

The Safety and Resilience Coordinator will provide the necessary expertise, advice and needed resources to the NS developing and strengthening their capacity to respond to natural disasters, community health needs and population movement through integrated and sustainable community approaches

The Philippine Red Cross (PRC) works through 100 chapters covering all administrative districts and major metropolitan cities of the Philippines. In delivering services, PRC relies on a team of skilled, trained and experienced staff and volunteers with different specializations. Currently, the National Society has approximately 1,000 staff [about 280 at national headquarters and 720 at the chapters] and approximately 1 million volunteers and supporters, some 500,000 of them active volunteers. The estimated annual budget for PRC national headquarters is PHP 400 million (USD 9.3 million), which is raised locally from individual and corporate donors. In addition to the national headquarters budget, respective chapters have their budgets, which they cover from locally mobilized resources.

Given National Society's response to frequent disasters in the country, over time, it has gained extensive experience and knowledge in undertaking massive relief and rehabilitation programmes. In addition, PRC undertakes development programmes in the core areas of disaster risk reduction, disaster preparedness, health and care, and Humanitarian Values. In Mindanao, the National Society works closely with the International Committee of the Red Cross (ICRC) to assist communities affected by conflict. It has also invested in an operations centre at the national headquarters to facilitate real-time, prompt consolidation of information for effective disaster response. PRC also provides blood services, which include donor recruitment, collection and storage of blood, blood testing, processing and supply to the hospitals in accordance with the provisions of with the provisions of the National Blood Services Act of 1994. The Act recognizes PRC as one of the key organisations tasked to provide safe blood to the country.


Role of the Safety & Resilience Coordinator: will lead the country team support to PRC and other RCRC partners in the following three core areas:
- Lead coordination of the thematic groups to stimulate exchanges on technical issues between PRC, IFRC, PNS; ICRC ; support development of common programmes objectives and improve harmonization efforts between sectors and partners
- Coordinate IFRC support to PRC in all community based interventions to build resilience and promote cross sector (Disaster preparedness, DRR and Health Care)integration in this support
- Manage in close cooperation with IFRC and PRC operation managers to support PRC in Disaster Preparedness, Organisational readiness capacities by developing a long term PRC capacity building programme, especially Chapter Development in line with Strategy 2020, taking into consideration the vast range of disasters in Philippines and the NS resources and capacities. Strengthening the existing PRC structure in the headquarters as well as in the chapters is vital and building / expanding the volunteer base.
Description of Duties:
Coordination:

- Lead multi-sectoral team (OD, CBDRR and CBH) and technical coordination meeting with various RCRC Partners to work towards a strategic and integrated approach to assist PRC in strengthening programming impact in communities in close collaboration with the Design and develop relevant programming to provide effective and efficient service delivery to communities.

- Work towards harmonization and co-ordination through Federation cooperation mechanisms and tools (for effective use of resources. Support the development of a t PRC pool of specialized health and disaster preparedness/risk reduction experts. Ensure that Federation policies, strategies and operational standards are well understood and implemented.

- Support peer process and encourage NS exchange visits.

- Liaise with RCRC partners, ICRC, government and non-governmental agencies involved in Community Based Programmes (disaster preparedness and health risks reduction) in order to promote, effective collaboration, harmonization and integrated programmes.



National Societies Focus:

- Assist PRC Units/departments in monitoring disaster and health risks, and assess vulnerabilities and capacities at community level in order to identify priorities for diseases prevention and disaster preparedness strategies and programmes.
Support PRC and PNS operating in Philippines to effectively adapt Federation tools and develop NS integrated programming approach. Work with NSs in identification and training of CBDRR/CBH staff and volunteers.
- Local preparedness: Facilitate establishment or improvement of NS contingency plans at community level and regularly update Standard Operating Procedures (SOPs) in disaster response and epidemic control. Lead support in developing and expanding national disaster response teams as part of a well-developed and surge response mechanism in PRC, together with an appropriate set of systems, procedures and tools tailored to PRC needs.
- Support the review of logistic systems in case of an urban crisis, natural disasters or epidemics.
- Support PRC to improve their ability to manage contractual relationships with donors and fulfil reporting requirements. Advise and assist PRC to share and report on progress and achievements against Plans in line with priorities outlined in Strategy 2020, Amman Declaration/AP Conference (Oct. 2010) and RDMC/SEA Leadership Meeting



Partnerships/Relationship Management/Advocacy/Humanitarian Diplomacy:

- Lead technical coordination with external stakeholders/IFRC partners (UN, ADB, EU, Got, etc. on areas of relevance for RCRC international support and/or where the coordination mechanism requires particular follow up)
- Support, with the assistance of the SEARD Communication Unit, the development of PRC programme advocacy tools and strengthen media partnership by providing regular and relevant key information.
- Strengthen RCRC Movement's role as a member of civil society to support the achievement of ASEAN objectives in line with NS priorities and the "Framework for Community Safety and Resilience".
- Support HoD in external representation at various coordination and networking forums, meeting, working groups to ensure consistency of RCRC participation and position.

Specific component for ADB: Further strengthening the partnership between IFRC and ADB by acting as initial entry point for other potential areas of collaboration, and help identify concrete areas of cooperation on country and regional levels between the two institutions, such as pandemics, HIV/AIDS, water and sanitation, IDRL, climate change and evaluation of projects/programmes involving joint collaboration etc.

- Identifying projects/programmes between ADB and IFRC in mutually advantageous areas at national and regional levels within areas of common interest

- Act as the focal point for ADB and IFRC to regularly exchange information between the two institutions. Maintain access to publications and reports prepared by either organisation or share information actively.

- Prepare and help organise the periodic review meetings held as mutually agreed between IFRC and ADB, but not less frequently than annually, to assess progress on implementation.



Planning Monitoring Evaluation Reporting:

- Support fundraising efforts by identifying areas of potential interest with relevant donors.

- Assist NSs to prepare a resource mobilization strategy for Community Based Programmes

- Support the development of appropriate planning, monitoring, evaluation and reporting procedures and systems for PRC and.

- Produce regular, accurate and timely narrative and financial reports for the Federation and donors as well as documenting inspirational practices, case studies, lessons learned and web stories.

Required Qualifications
Education:
Educated to university master degree level and with relevant professional qualification.
Experience:
Experience of working in an international organisation.
WORC
Basic Training Course (BTC) or IMPACT
Minimum 5 years' experience in a NS, in the RC/RC Movement.
Experience of working in both emergencies and developmental contexts, with preferable exposure to community mobilization and, social development linked to health and disaster preparedness programmes
Experience in training and use of participatory methodologies
Experience in conducting and analyzing baseline/end line survey and commitment to participatory approaches at all stages of the project cycle
Awareness of gender issues and ability to facilitate the development of practical strategies
Extensive Team management experience, supervision of staff, coaching counterparts
Experience in project cycle management(Project writing, Log Frames, Financial management, Reporting, Monitoring and Evaluation)
Experience in managing communications and advocacy projects
