Senior Grants Manager Creative Associates Yemen

Creative is seeking Sr. Grants Manager candidates for a USAID funded Community Livelihoods Project (CLP) in Yemen. The Sr. Grants Manager reports to the Deputy Chief of Party and supervises Grants Unit staff between 10-15 persons. S/he Advises and assists in the design, development, and oversight of Creative’s grants management policies, procedures and practices. The Sr. Grants Manager will be responsible for managing the CLP Grants management System, will provide policy guidance and interpretation for program staff as well as grantees. Analyzes and evaluates grant applications, proposals, and awards to ensure adherence to grants management policies. Ensures proper negotiation of the terms and conditions for grants and views and analyzes budget estimates for reasonableness and consistency.





Primary Responsibilities

The Sr. Grants Manager will be responsible for the following:
•Provide oversight and management of staff in the CLP grants unit
•Ensure that the CLP Grants Management System database is regularly updated and accurate
•Provide support and training to CLP field staff and technical units on grants compliance
•Advise and assist in the design, development, and oversight of the grants management policies, procedures and practices
•Establish weekly/monthly grant disbursement goals and objectives in coordination with technical units
•Coordinate with finance, procurement, and program staff to facilitate design, implementation and closeout grant activities
•Provide policy guidance and interpretation for program staff as well as grantees
•Manage the grants pipeline, coordinating with program units to ensure grant files are complete, and managing grants funds for each program element
•Lead the grants management team to serve as a central point of grant activity coordination and facilitation
•Build relationships with appropriate USAID technical staff and provide
•Provide appropriate staff training in preparation of grant proposals and Grants Management System
•Direct and supervise CLP ARC-GIS activities which will include data collection, data entry, and manipulation of the data to produce project activity maps
•Other tasks as needed





Required Skills and Qualifications
•Eight years’ progressive experience in USAID grants design and administration, management and oversight.
•Demonstrable experience managing grants under cooperative agreements or sub-awards for USAID or other international donor-funded projects contracts, grants and cooperative agreements;
•Experience with the administrative, financial and programmatic aspects of issuing grants;
•Demonstrated experience in helping teams achieve grant targets on a monthly/annual basis;
•Provide strong management and coordination skills to facilitate grants development and activity implementation;
•Develop and mentor local capacity and lead a unit to serve as a central point of coordination;
•Manage large teams and communicate with technical, operations and finance teams to obtain objectives;
•Knowledgeable of USAID regulations, particularly ADS 303 as it relates to grants and contracts
•Excellent oral and written English and communication skills;
•Minimum of a Bachelor’s degree or higher in business administration or a relevant field;
