Background:

Responsibilities:

Under the direct overall authority and direct supervision of the Director UNESCO Iraq Office, the incumbent will be responsible for the formulation, coordination, management and evaluation of UNESCO Iraq programme in water resources.

The incumbent will carry out the following duties:
1. Ensure the overall guidance, planning, coordination, management, and evaluation of the Science (SC) programmes and projects, the development and establishment of the work plans, monitoring compliance, and providing support and guidance to make sure objectives are attained. This entails identification of internal human resource requirements, training and performance planning and monitoring.
2. Monitor developments at the international, regional and national levels; develop methodologies and new approaches for improving SC Projects effectiveness. Participate in SC programme workshops and consultations at the regional and country levels to exchange knowledge, ideas, and approaches.
3. Develop new projects/programmes for potential funding in Iraq.
4. Invite, lead and coordinate UNESCO-wide contributions to and participation in the efforts for the reconstruction and development of SC related programmes in Iraq and in accordance with the mechanisms and rules established under the UNAMI/UN mechanisms.
5. Liaise with donors present in Amman/Iraq and elsewhere, actively initiate fundraising UNESCO’s Science programmes in Iraq, and cooperate closely with the relevant partners in UNESCO HQ and other Field Offices.
6. Liaise closely with the UNESCO Programme Coordinator in Baghdad and UNESCO national staff in country to ensure proper management and control of project activities in country; liaise closely with other UN agencies involved in the implementation of the programme.
7. Supervise a number of national staff and provide leadership, guidance and direction for the SC team through periodic meetings and other relevant measures. Ensure exchanges of information, experience, identify new strategies of action to improve delivery of services and to achieve the SC programmes requirements and objectives.
8. Interact with the UNDAF partners, Iraqi government, and NGO’s, UN, the World Bank and bilateral agencies in the different stages of CI programme implementation.
9. Provide technical advice and support to Iraqi authorities and other Iraqi partners in the field of science.
10. Support and implement projects within the framework of the Regular Programme Budget and extra-budgetary projects within the overall SC portfolio;
11. In coordination with other Sector partners and professional colleagues, establish and develop effective information and reporting systems to monitor and evaluate the impact of the SC programmes and achievement of targeted goals. Prepare and submit timely progress/status reports for management, donors, budget reviews, programme monitoring and evaluation, annual reports. Ensure the development of effective information materials and strategies to support advocacy and social mobilization efforts.
12. Undertake missions at the request of the Director of the Iraq Office in Amman and conducts field assessment visits for evaluating SC projects effectiveness, identifying problems and instituting remedial measures, as appropriate.
13. Undertake any other pertinent professional duties as may be assigned by the Director of UNESCO Iraq.
Requirements:

• Advanced university degree (Masters or equivalent) in the field of hydrology, water resources engineering or in closely related water or environmental sciences.
• Minimum of seven years of progressively responsible relevant experience in the field of water science, of which preferably three years acquired at the international level in the acquired field.
• Ability to work in crisis-affected areas.
• Experience in developing, implementing and evaluating projects in the field of water sciences.
• Experience in conducting micro-planning (project operational plans), formulation, implementation and evaluation of science projects.
• Strong managerial skills and ability to teamwork and maintain effective working relationships with colleagues and with people of different nationalities and cultural backgrounds.
• Proficiency in computer office applications.
• High proficiency in English language, supplemented working knowledge of Arabic and French is an asset.
Timeline & Start Date:

UNESCO’s salaries are calculated and paid in USD. They consist of a basic salary and a post adjustment, which reflects the cost of living changes in a particular duty station and exchange rates. For this post, the annual remuneration will be approximately USD $95,400 (USD$86,700 with no dependents) as well as is exempt from income tax. UNESCO offers an attractive benefits package including 30 days annual vacation, pension plan and medical insurance. The incumbent shall be offer a one year contract which includes a probationary period of three months, and is renewable subject to satisfactory performance and subject to availability of funds. UNESCO is a non-smoking organization.
