Position Description:
 
Unemployment and underemployment has been identified as among the most pressing problems facing the Middle East. The problem has serious implications for establishing lasting peace and security as well as building the foundation for future economic prosperity. In support of this national development priority, USAID is considering a program designed to improve livelihoods and create jobs with special emphasis on youth, women and vulnerable populations.
The Deputy Chief of Party will provide back up and support to the COP and oversee the operational and administrative functions of the program, including finances and grants management, security, human resources, and information technology. The DCOP will be responsible for planning and directing schedules and monitoring budget/spending. S/he will monitor the project/program from initiation through delivery. Organize interdepartmental activities within the program, ensuring completion of the project/program on schedule and within budget constraints; select, develop and evaluate personnel and partners to ensure the efficient operation of the program. In addition, the DCOP will provide technical leadership in the livelihoods development activities of program implementation.
 
  • The Deputy Chief of Party-Livelihoods Program responsibilities include:   
  • Work with personnel or teams to design, monitor, and evaluate activities with recruitment, orientation, supervision of staff to complete program functions.
  • Provide technical oversight on one or more programs.
  • Contribute and provide support to overall strategic goals of various assigned programs.
  • Coordinate and work with external donors/clients on technical issues and serves as a representative for the organization.
  • Develop objective that align with strategic goals and oversees several projects for technical and compliance standards.
  • Direct and mentor staff on various projects to achieve goals and ensure completion of programs on schedule and within budget.
  • Support management with recommendations for process improvements to achieve strategic goals.
  • Serve as back up to the COP.
 
Minimal Requirements:
  • Bachelor’s degree or its international equivalent in Social Sciences or other field related to international /human development.
  • 15+ years of project management experience within a relevant area.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English. Arabic familiarity a plus.
  • Demonstrated experience leading USAID programs, preferably in critical priority countries required.
 
Preferred Qualifications:
  • Master’s degree or its international equivalent
