Job description

Purpose

To manage Disaster Risk Reduction programs in the Caribbean in accordance with the American Red Cross International Services Department’s Strategic Direction Document and International Response & Program’s Program Priorities FY’13-’15. Specifically the Disaster Management Project Officer (DMPO) will manage the “Saving Lives in the Caribbean through Preparedness” program by working with the Caribbean Red Cross National Societies to develop, initiate, implement, plan, monitor and evaluate the disaster risk reduction programs bringing life saving initiatives to vulnerable communities and reducing the impact of disasters.

Key tasks and responsibilities

1. Provide technical management of the Disaster Risk Reduction program to implementing Red Cross National Societies. This includes applying best practices for program management, designing and following project implementation plans, ensuring financial compliance, proper budget management & oversight, effective monitoring and evaluation systems, and timely complete reporting and analysis.
2. Perform the roles and responsibilities of the American Red Cross and ensure the roles and responsibilities of the Red Cross National Societies are being followed as defined in the Project Agreements and other project documents.
3. Assist Red Cross National Societies to develop and implement community training programs, program management materials, and micro-mitigation initiatives that address major threats and prepare the vulnerable to mitigate and respond to these risks.
4. Work closely with the Finance, Monitoring & Evaluation, & Health teams to ensure all aspects of program are being managed effectively and efficiently.
5. Serve as the point of contact for the American Red Cross Disaster Management sector in the region.
6. Stay abreast of disaster management & preparedness as well as climate change initiatives in the sector finding ways to incorporate such initiatives where relevant to programs.
7. Engage with the Reference Centre in Barbados and the Caribbean Regional Representation Office (CRRO) disaster staff to facilitate the development, dissemination and implementation of standardized regional disaster preparedness and response materials for the English speaking Caribbean.
8. Establish links and work towards co-ordination and co-operation between other relevant Red Cross National Society or Federation initiated programs for effective use of resources.
9. Assist Red Cross National Society to improve their co-operation with the relevant government agencies and in liaising with international agencies and organizations.
10. Work with Red Cross National Societies to build staff capacity, seek professional development opportunities and improve overall organizational development in order to strengthen the institutions for a more sustainable future.
11. Work with the American Red Cross Health programming teams to coordinate integrated programming within countries where both DRR and Health are being implemented. Where stand alone DRR programs are being implemented, coordinate with the Health teams to explore opportunities to include and integrate relevant health related responses into the DRR programming.

Education and experience

• University Degree
• 3 years experience in disaster management work in the Caribbean.
• 3 years experience in project cycle management.
• Excellent practical knowledge of computers (Windows, spreadsheets, word processing, e-mail, Internet) -required
• Experience of developing and conducting training and mentoring of personnel following training- required
• Experience of disaster management programming and/or community development work- required
• Experience in project management - Required
• Experience in working in an international organization - preferred
• Experience in budget preparation and control - required
• Experience in problem solving and conflict resolution - required
• Experience in systems analysis and development - required
