seek qualified candidates for the position of Monitoring & Evaluation (M&E) Manager (Project Manager II) in the Middle East region.
Position Description:
Unemployment
and underemployment has been identified by the Government of Iraq as
among the most pressing problems facing the nation. The problem has
serious implications for establishing lasting peace and security as well
as building the foundation for future economic prosperity. In support
of this national development priority, USAID/Iraq is considering a
program designed to improve livelihoods and create jobs for Iraqis with
special emphasis on youth, women and vulnerable populations.
The
M&E Manager will oversee the planning and implementation of
monitoring and evaluation activities across all program areas, from
electronic dissemination of information, data collection and analysis,
to linking with key actors and M&E partners to support the
livelihoods and other program components. S/he plans, executes, and
finalizes M&E activities according to strict deadlines and within
budget. He/she acquires resources and coordinates the efforts of team
members and external clients in order to deliver projects according to
plan. As a Program Manager, s/he manages and defines the project’s
objectives and oversees quality control throughout the completion of the
project life cycle. Creates work plans based on M&E activity goals
and targets, and implements evidence based interventions, as well as new
technologies and practices. He/she collaborates with other sectors in
order to integrate work plans, budgets and multi-sector interventions,
which are essential for the success and sustainability of the project.
Job Responsibilities:
- Manages and oversees the development of M&E activities from initiation to completion.
- Manages capacity building project staff in coordinating and managing the implementation of M&E activities, delivering quality and accountability.
- Provide guidance and monitoring for project staff, ensuring clarity over M&E project plans and priorities.
- Develops best practices and tools for M&E project execution and management.
- Defines M&E activity scope, goals, and deliverables that support business goals and strategic vision of management.
- Develops and delivers M&E activity plans, documentation, training, presentations and budget proposals to management and staff.
- Identifies and resolves activity issues and implements improvement plans to ensure project stays on schedule and within budget.
- Coaches, mentors, and manages project team to ensure quality, efficiency and compliance with project and company standards/policies.
- Builds, develops, and grows partnerships vital to the success of the project.
- Manages the operational and tactical aspects of M&E activities in a matrix environment.
- Manages the development of M&E project teams to ensure compliance with policies and procedures; also to develop and implement process improvement plans.
- Identifies partnerships, opportunities and information to present to management to help achieve strategic goals of the project.
Minimum Requirements:
- Bachelor’s degree or its international equivalent in Social Sciences or other field related to international/human development.
- 8+ years of project management experience.
- Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
- Experience in M&E program management and implementation.
- Experience in capacity building and team management.
- Must be able to read, write and speak fluent English; fluency in Arabic preferred.
Preferred Qualifications:
- Related experience with operating in insecure environments.
- Master’s degree or its international equivalent preferred.
- Prior work experience in a non-governmental organization (NGO).
