Objectives

The African Development Bank (AfDB) is a leading development institution in the continent, focused on promoting economic development and poverty reduction. Core operational priorities include infrastructure, private sector development, governance, regional integration, and engagement in fragile states. Under the general supervision of the Director of the Independent Evaluation Department (OPEV) the Division Manager will be responsible for planning, organizing, directing and supervising the activities of the Division. In performing his or her duties, the Division Manager will work closely with the management team and other relevant organizational units in the Bank in the preparation of work programs and the coordination of Evaluation, Knowledge Management and Capacity Development activities.  He/She will be accountable for the delivery of the agreed annual work program and the supervision and development of staff under her/his supervision.

Duties and responsibilities

The Division Manager will report to the Director of the Bank’s Independent Evaluation Department (OPEV). S/he will:
  • Promote OPEV’s image as a Centre of Excellence for evaluation methods and findings and improve its visibility;
  • Plan, organize and supervise management of a major departmental work program and ensure compliance with the relevant international evaluation standards and processes. This includes preparing the Division work program, managing program and budget resources, and executing administrative supervisory tasks, including staff annual performance evaluations.
  • Implement the Department’s evaluation and communication, and capacity development strategy and annual action plan, as approved, including, and as appropriate, any special activities or initiatives requested by the Director or CODE and report periodically on the status and results of the annual plan as well as the adequacy of the division’s resources.
  • Allocate resources to the divisional teams, and arrange any relevant training and support required, and manage, monitor and report on resource utilization.
  • Lead the implementation of evaluation and communication methods, manuals and guidelines, dissemination of lessons learned and outreach guiding principles
  • Lead the organization and implementation of evaluation and communication activities scheduled in the three-year rolling work program and ensure the dissemination and outreach activities to the various Bank’s stakeholders (Board members, the Bank management and staff, RMCs and relevant outside parties, as appropriate);
  • Ensure that all evaluation, communication, knowledge management and capacity development activities are conducted with full regard to due process rules including principles of usefulness, effectiveness, efficiency, taking particular care to avoid any conflicts of interest involving staff undertaking evaluation and capacity development activities.
  • Undertake quality control of evaluation work, knowledge and dissemination activities and products prepared by staff and consultants, ensuring revision of drafts where necessary, and ensure the evaluation and KM products meet the relevant international evaluation quality and communication standards including the DAC Evalnet and the MDB Evaluation Group good practices;
  •  Keep up to date with changes in evaluation, dissemination and capacity development policies, strategies and practices in the Bank and outside, and propose new or changing products, services, processes, and activities relating to the development and implementation of the departmental evaluation and dissemination and capacity development work.
  • Develop and maintain contact with relevant evaluation networks, knowledge centres in the Bank (ECON, ORQR, ORPC, RRCs), international institutions and with all relevant national organizations, associations and networks to ensure coordination and dissemination of OPEV products and ECD activities and represent OPEV in related meetings.
  • Ensure effective staff management, including attention to performance management requirements throughout the year, and ensuring appropriate attention to the personal and professional development of staff, giving due attention to appropriate management of gender and diversity issues.
  • Report to OPEV Director on significant issues related to evaluation and communication activities and the dissemination and outreach strategies, initiatives and processes, including potential improvements to those processes, and participate fully in OPEV’s senior management team.
  • Provide advice and recommendations to OPEV Director on the appropriate actions to be taken to improve the quality of OPEV evaluation and communication activities and the dissemination and outreach work; develop concepts or new approaches and ensure the overall relevance, timeliness and utility of outputs.
  • Keep abreast of trends and issues in development evaluation and communication activities and the dissemination and outreach work in the region, especially as these are relevant to capacity development and development effectiveness in general.
  • Ensure that evaluation and communication activities and the dissemination and outreach initiatives take into account the Long Term Strategic priorities of the Bank (LTS) including green growth, gender equality, regional integration, and private sector development, and give attention to developing RMC evaluation capacities and awareness.
  • Perform other additional duties as required.

Selection Criteria

  • A minimum of a Master’s degree or its equivalent in Economics, Business Administration, Social Sciences or any other relevant discipline;
  • Preferably a minimum of 8 years of extensive and progressive experience including in a multi-lateral development financial institution or relevant development organization, and demonstrated leadership, management and supervisory skills.
  • A solid knowledge of knowledge management and evaluation capacity development and good grasp of socio-economic and capacity development issues in Africa.
  • Strategic mindset; strong capacity to communicate, analyze actions from the perspectives of stakeholders and translate strategic thinking into compelling plan of action;
  • Demonstrated ability to take prudent business risks and make effective, timely and well-determined decisions;
  • Evidence of ability to build and lead motivated and committed teams across functional boundaries, and utilize talent and expertise of team members in a productive way;
  • Demonstrated ability to present and win support for ideas; a good listener; and cultural sensitivity, commitment to diversity and capacity to initiate and manage innovations or change;
  • Ability to build partnership with a broad range of clients and deliver results that meet the needs and long-term interests of clients within and outside the institution;
  • Good knowledge of Policy, Work Procedures of the Bank and the Board, Projects, Economic and financial Development Issues;
  • Competence in the use of standard software used in the Bank;
  • Excellent written and verbal communications in English or French, with a working knowledge of the other
