Anti-Fraud Expert, Good Governance in Georgia Program

Project/Proposal Summary:
The USAID Good Governance in Georgia (G3) Program is generally tasked to improve transparency and accountability at all levels of government, thereby reducing opportunities for corruption. It is expected to strengthen citizens’ abilities to combat corruption and put into place stronger mechanisms that prevent opportunities for corruption to take place. Under Component 1 of the G3, the project promotes improved public administration at the federal level by advancing public sector reform in targeted governmental institutions using human and institutional capacity development approaches. The project works with a variety of Ministries and agencies, and promotes enhanced transparency in the executive branch, development of knowledge and skills of public officials, and provides technical assistance on civil service reform (if initiated by the Government of Georgia).
Position Summary: MSI is seeking an Anti-Fraud Expert to assist the State Audit Office of Georgia (SAO) in developing its institutional capacity and its staff through strengthening fraud prevention and investigation techniques that will meet the requirements of its redefined institutional mission and the expansion of its institutional responsibilities. Working with the G3 staff, the Anti-Fraud Expert will assist SAO staff to facilitate and deliver one workshop complimented by on-job training and coaching to select representatives of the SAO. In addition, the Expert will develop fraud investigation guidelines that will enable SAO staff to improve the institutional capacity to fight corruption nation-wide.
The period of performance for this position is January-February 2013 for 23 days.

Responsibilities: • Conduct an abbreviated human capacity assessment of the Georgian SAO to fulfill its mandate. • Advise key staff and partners on anti-fraud methodologies and best practices, specifically on institutional policies, i.e. fraud policy, strategies, etc. • Review the Procurement Manual adopted by the SAO of Georgia and provide recommendations on sections related to fraud risk. • Design an Anti-Fraud Questionnaire to be used by the SAO auditors as part of their daily work.
• Deliver one two–day workshop on the following topics: o Association of Certified Fraud Examiners (ACFE) framework, including fraud prevention, investigating conflicts of interests, professional interviewing skills. o Contract and procurement fraud, specifically fraud related to delivery of healthcare, infrastructure, and privatization. • Provide recommendations on authority and access to available data with the focus on: o Extent of authority in terms of access to data. o Data mining, data sharing and links to available databases. • Develop guidelines on tools to combat fraud with the focus on: o Tools for data analyses related to risk identification. o Software and other technical tools for data analyses related to fraud investigation. • Provide regular progress reports to G3 program staff, including the COP and DCOP. • Prepare and deliver a final report (no longer than five pages) assessing all activities and recommendations for improving the SAO before departure from Georgia. • Produce written deliverables in paper and electronic forms in English.
Qualifications: • Minimum 12 years of relevant work experience. • Advanced degree in relevant field required, possessing an ACFE Certified Auditor Certification is an advantage. • Extensive experience as a State Comptroller or similar role with the GAO specifically in fraud investigation is valuable. • Experience designing and implementing audit training programs. • Experience mentoring junior cadres. • Fluency in written and spoken English required.
