Camp Management Coordinator , Iraq
The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. I. Summary of Responsibilities BACKGROUND Currently, there are over 55,000 Syrian refugees either registered or awaiting registration in Iraq. As of December 5, 2012, 43,000 of these persons were residing in Dohuk (Kurdish Region). Over 23,000 of those reside in the Domiz refugee camp, a facility which was originally planned to support only 5,000 persons. In order to accommodate the rapidly expanding population in Domiz, the camp has expanded into five sectors. There is a separate area for single men, and an overcrowded transit area where newly arrived refugees are placed until more permanent tents are ready for their inhabitants.
Because of the rapidly expanding nature of the camp—with approximately 500 people day arriving—the designated camp management agency for 2012 was unable to effectively coordinate the actors in the camp or mobilize the refugee population to be active participants in the day to day maintenance and oversight of the camp. In 2013, the IRC will become the camp management agency (CMA) and will be responsible for coordination, care and maintenance, distribution oversight, refugee mobilization, site planning and other responsibilities associated with camp management. Scope of Work The Camp Management Coordinator will work with the Protection Manager in Dohuk and will be supervised by the Deputy Director for Operations and Programs. The Camp Management Coordinator will supervise one camp management officer and one engineer, and will also oversee the activities of a group of six refugee mobilizers who will be working on camp management issues. The Camp Management Coordinator will be based in Dohuk with travel to Erbil.

Responsibilities • Primarily responsible for oversight of all camp management activities, ensuring compliance with the donor agreement and project proposal and outcomes, and providing programming and management support/guidance to the staff. • Oversee all coordination in the camp among actors, including government representatives, UN agencies, international NGOs and national NGOs and other service providers, refugee groups, and the host community population, by taking a leadership role in existing coordination mechanisms and enhancing the structure where necessary. • Work closely with the Protection Manager in the inclusion of refugee-led structures in the camp aimed at increasing the capacity of the refugees to take a more active role in defining their needs and improving their well being. • Gather and disseminate information on the following: (1) An up-to-date list of agency/community activities and key stakeholder mapping; (2) protection trends and gaps; (3) security developments; and (4) referral pathways. • Monitor, in close collaboration with the implementing agencies, all technical work carried out in the camp setting, including all education activities, youth programming, protection activities, women’s protection and reproductive health activities, water and sanitation and hygeine activities and other sector activities as they begin. Ensure all activities respect international standards for each sector. • Monitor care and maintenance of shelters, schools, and communal areas, and construction activities. Utilize refugee community to assist in monitoring and develop specific monitoring and plans and actions plans to address issues as they arise. • Monitor the distirbution of all items in the camp to ensure that minimum standards and standard operating procedures are repsected and applied. Develop additions SOPs to address specific distribution issues in Domiz, including accessibility. • Develop and apply strong camp-wide communication strategy to ensure information is being disseminated to all camp residents using a variety of mediums. • Work closely with the government security apparatus, police, camp administration and the refugee community to ensure the security and safety of refugees and the camp is maintained. Responsible for promptly informing Senior Management Team of any potential security related issues such as tensions among the population or problems with the authorities. • Oversee all construction and camp expansion activities undertaken. • Support information gathering and participatory assessments undertaken within the camp. • Work closely with the Protection Manager in the development of key relationships with camp and government leaders and the protection lead agency in order to ensure smooth communication, activity implementation, data collection, and community outreach related to the project objectives is maintained. • Provide feedback and coordination with the Deputy Director for Operations and Programs regarding work plans, contingency plans and general program implementation.
• Review the relevant budgets on a monthly basis in close relation with the protection coordinator. • Lead the recruitment of staff—both IRC staff and refugee community mobilizers—to work on the camp management activities. Requirements • Advanced university degree, preferably in Human Rights, International Law, International Relations, Business or related field • Minimum of 3-5 years relevant experience including camp management and coordination and emergency response programming • Experience managing both national and international staff • Diplomatic skills and ability to handle sensitive situations tactfully • Demonstrated ability to write concise, analytical and well-argued reports • Must be able to work independently while being a strong team player • Fluency in English, and knowledge of Arabic desirable • Experience working in difficult conditions or hardship duty stations desirable
