The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Head of Construction Management Unit. As part of CRC’s ongoing response to the January 12, 2010 earthquake, CRC is undertaking a series of construction projects in Haiti. These include the partial reconstruction of St Michel Hospital in Jacmel, the construction of one branch building and 2 warehouses (Jacmel and Les Nippes) for the Haitian Red Cross (HRCS) and the expansion of five (5) Ministry of Health (MSPP) Dispensaries into Health Centres in Sud-Est province. There are also plans for a major latrine construction project in Jacmel.
CRC is seeking an experienced professional to lead this CMU and be responsible for overseeing the successful implementation of these and other CRC civil engineering projects in Haiti. Reporting directly to the Country Representative, the Head of Construction Management Unit will lead this CMU comprising three international delegates and additional national staff.
Key Responsibilities
Coordination / Reporting
• Lead the CMU consisting of a Design Architect, Construction Delegate and a Jacmel Hospital Construction Delegate.
• Establish and maintain effective working relationships with HRCS, MSPP and other stakeholders on designated projects
• In close coordination with the CRC Haiti Program Managers and others, organize regular and timely coordination meetings with CRC management, HRCS, MSPP, and other partners on designated projects
• Review and report on progress, quality, cost and program performance as required
Planning
• Oversee and ensure project implementation plans are in-line with CRC’s and partners objective and strategic goals
• Oversee and review construction work plans prepared by architectural, engineering and construction firms, and ensure that the targets are appropriate and realistic
• Prepare an annual consolidated construction budget, review project budgets on a regular basis, monitor the cost and take appropriate actions to avoid cost overruns and complete the projects within approved budgets
• Monitor construction work plan progress and identify strategies to mitigate potential delays in progress
Tendering process
• Prepare or critically evaluate prepared engineering cost estimates, specifications and bill of quantities (BOQ) before approving the development of tender documents or Request for Quotations (RFQ)
• Prepare or review tender documents and contract agreements, following recognized standard practices, in collaboration with appropriate CRC departments.
• Review, with the support of the CRC Logistic Department, pre-qualification criteria and selection strategies for hiring professional services for the design and construction of project structures
• Establish and lead Tender Evaluation Committees (TEC) in close coordination with the Logistic Department, MSPP and HRC, and facilitate TEC meetings for the evaluation and recommendation.
Design and construction monitoring Process
• Ensure contract terms and conditions are strictly adhered to
• Ensure that structures are designed and implemented as per relevant codes of practice with the technical emphasis on structural safety and quality control mechanisms
• Ensure that appropriate quality control guidelines are prepared in consultation with stakeholders and ensure that it is strictly applied
• Regularly visit construction sites in order to ensure that technical standards and contractual agreements are adhered to
• Prepare management and monitoring tools for the progress, quality and cost of the projects as required and ensure that the program is implemented in a timely manner
• Ensure that all contractor’s payments meet contractual requirements and are processed in a timely manner to avoid any claims for delays
• Ensure the maintenance of a co-operative and non-adversarial relationship between stakeholders through an open communication and joint problem solving approach
Human Resources Management
• Advise on any changes to the CMU team and assist in the recruitment and selection of candidates as required
• Regularly review staff management plans and ensure appropriate salary budgets are in place
• Monitor the performance of local construction field engineers and/or supervisors as required
• Ensure local CRC construction engineers / supervisors have clear job descriptions
• Monitor the performance of consultants and contractors and mitigate performance issues at the outset
Others
• Advise and act whenever necessary for other possible construction projects
Duties Applicable to All
• Work towards the achievement of National Red Cross / Red Crescent Society goals in the country / region of operation through effective managerial and lateral relations and teamwork.
• Perform other work related duties and responsibilities as may be assigned by the Country Representative.
QUALIFICATIONS
Required Qualifications
• Minimum of 8 years professional experience in civil engineering construction, including planning, design, supervision and quality control of projects with a positive proven track record
• Bachelors Degree in Civil Engineering, Quantity Surveying, Architecture, or equivalent
• Demonstrated experience in managing multiple projects, with a particular focus on planning, monitoring, and reporting.
• Demonstrated experience and skill in managing & supervising staff, with an emphasis on managing teams, mentoring, and supporting staff.
• Previous experience working for a humanitarian aid organization, working in resource-scarce areas
• Fluency in written and spoken English is mandatory
• Demonstrated experience in financial management
• Demonstrated experience in building and maintaining relationships with various partners and stakeholders, and experience managing stakeholder expectations
Preferred Qualifications
• Licensed Engineer, P. Eng. or equivalent
• Post Graduate degrees in Civil Engineering, Project Management, Quantity Surveying, Architecture, Business Administration, International Relations
• Fluency in written and spoken French is a major asset.
• Minimum 5 years’ experience in construction of hospitals and health centres, or similar-scale construction projects.
• Previous experience working in international humanitarian contexts, specifically in the area of infrastructure development.
• Knowledge and experience working in Haiti is a major asset.
• Previous experience working for the Red Cross Movement is an asset.
