AMDEP Overview

To support the sustainability of an independent, robust and energetic media landscape, the USAID-funded Afghanistan Media Development and Empowerment Project (AMDEP) strives to build the capacity of local independent media through technical support, equipment upgrades, hands-on training, and business development. Implemented by the Internews Network, AMDEP strengthens the media sector to enable enhanced civil society engagement on democracy and governance in Afghanistan; increasing access to information, education and creating forums for discussion and debate between citizens and between government and citizens. AMDEP also provides technical and policy advice to Ministries responsible for media regulation; is building a network of Afghan lawyers skilled in media law; engaging youth by fostering innovation outside the classroom; and strengthening media institutions, networks, and associations by increasing professionalism and standards of practice in media across Afghanistan.

 
Current Activities

•  Network of radio and TV stations: Strengthen and expand the network of independent radio and TV stations in underserved areas by increasing access to information, supporting quality production, and implementing financially sustainable models for media outlets.

•                Training for media professionals: Invest in media professionals and students, with a provincial focus, as well as assisting lawyers and journalists to understand and advocate for fair media regulation, freedom of expression, and access to information.

•                Access to new media and innovation: Empower civil society, public voices, youth, and women by providing broad community access to multimedia resources.

•                Media institutions and advocacy: Strengthen and expand existing media institutions as well as develop new associations and networks by encouraging a dialogue across the media industry and government to foster a platform for media advocacy and enhance media professionalism.

•                Technical assistance: Build the capacity of independent broadcast media and community radio stations through direct technical assistance and with support for industry-wide facilities, such as media mapping tools and an independent media rating service.

•                Policy and regulatory reform: Facilitate dialogue on media and regulatory policy in partnership with industry and the Government of Afghanistan, including direct technical advice on long-term media law and regulation strategy.

ACCOMPLISHMENTS

•                Expanded the network of independent provincial radio stations under Salam Watandar from to 53 in every province.

•                Supported quality improvement of provincial TV included content sharing between locally-owned stations in provincial and rural areas.

•                Expanded the reach and impact of Nai provincial training hubs, formed the Nai Graduate Club alumni network, and launched the two year Diploma in Media at the Nai Media Institute.

•                Established four Anaar Multimedia Centers in Herat, Mazar-e-Sharif, Jalalabad and Kandahar to provide training, production, and distribution platforms for citizens and civil society organizations.

•                Strengthened media literacy and media law advocacy through radio dramas, media forums, legal training, and the establishment of the Media Law Committee and Moot Court program.

•                Provided tailored capacity building and technical support to media-related ministries, including completing a licensing assessment and providing spectrum management training.

•                Provided a forum for youths across the country to express themselves through art, poetry, photography, and a variety of new and traditional media tools through the Afghan Youth Voices Festival.
 

ROLE OF THE COP

The COP shall be the principal point of contact in Afghanistan for procedural and substantive matters relating to AMDEP. The COP shall coordinate and ultimately be responsible for all AMDEP contract management and implementation tasks. The COP, with direction from the CD, will be the primary liaison with USAID/ Afghanistan on technical matters and shall adjust programs and operations in response to USAID/ Afghanistan technical direction. The COP shall be responsible for responding to the AOR and USAID/ Afghanistan’s Contracting Officer, with support from the CD and Asia Business Manager. The COP shall also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the Contract.

The COP reports to the Country Director who is responsible for the development, management, (programmatic and financial) and coordination of Internews activities in Afghanistan, in collaboration with national and international partners, media-houses, and donors. The Country Director is responsible for running current programs and conceiving new projects to support the long-term development of pluralistic, accessible media for Afghanistan.

COP Responsibilities
  
•                Manage a large and complex project to develop independent media in Afghanistan

•                Manage dynamic, growing staff based in Kabul, and working all over Afghanistan

•                Develop and maintain a keen understanding of challenges and issues facing effective media and communications in Afghanistan
  
•                Conceive directions for growth of current projects and devise new strategies to assist Afghan media

•                Cultivate relationships with relevant local and international governments, media, partners and agencies

•                Maintain relationships with donors through reporting, liaison, communications, and advocacy

•                Assist in raising funds for new projects by writing grants and budgets

•                Work with Internews home office to ensure proper administration of projects

•                Ensure conformance with donor rules and regulations

•                Support Internews' efforts to build a viable strategy, and refunding efforts - including proposal preparations and submissions

Qualifications:

•                Three years of Chief of Party (COP) or five years Deputy Chief of Party (DCOP) experience or other comparable experience;

•                Ten years of experience managing projects of similar scale, particularly in transitional, post-conflict countries, post-centrally planned economies in transition, and/or Arab and Islamic countries

•                Relevant technical expertise;
•                Experience in building and effectively managing and supervising a diverse team of employees;

•                Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving and ethical management

•                Prior experience working with international donors and relevant knowledge of Federal Government policies and procedures;

•                Excellent oral and written communication skills; and

•                English language fluency (minimum 4/4) is required;

•                Experience in the region and knowledge of Dari/Pashtu language, when fully literate, are advantages.

•                Extensive experience managing projects funded by US and/or European agencies or international organizations, in complex development environments

•                Experience in radio management, especially in developing countries

•                Journalism experience, with an emphasis on radio production

•                Extensive experience working in developing countries, preferably in Central and South Asia

•                Strong critical thinking and writing skills; excellent communication skills

•                Strong staff management skills

•                Persian language skills strongly preferred

•                Experience creating and running budgets

•                Relevant university degree
