Chief of Party, to meet the Family Planning (FP)


JOB TITLE:    Chief of Party, Meet the Family Planning (FP) needs of underserved populations in developing countries.
 
THIS POSITION IS CONTINGENT UPON AWARD FROM USAID
AND WOULD BE EFFECTIVE UPON THE START DATE OF THE AWARD.
 
REPORTING TO:    Vice President, Reproductive Health Program
 
LOCATION:    Based in Washington, D.C.
 
SALARY:   Depends in qualifications and experience.
 
ASSIGNMENT LENGTH:    Project length: 5 years. Contract length for this assignment: 2 years, renewable by mutual consent and availability of funding.
 
POPULATION COUNCIL:
 
The Population Council is an international, nonprofit, nongovernmental institution that seeks to improve the well-being and reproductive health of current and future generations around the world and to help achieve a humane, equitable, and sustainable balance between people and resources. The Council conducts biomedical, social science, and public health research and helps build research capacities in developing countries. Established in 1952, the Council is governed by an international board of trustees. Its New York headquarters supports a global network of country offices. We are seeking an individual to fill the position described. 
 
JOB DESCRIPTION:   
The Population Council is seeking a Chief of Party (COP) to provide programmatic vision, technical leadership, and financial and managerial oversight for a USAID-funded initiative to strengthen the capacity of developing country institutions to conduct research and use research results to meet the family planning (FP) needs of underserved populations in developing countries. This initiative will also emphasize interventions that are practical, cost-effective, and sustainable. The project’s research and research utilization efforts will focus on expanding the number and types of service-delivery points to increase access; reduce barriers that impede acceptance and continued use of methods; and translate unmet need into demand for services. The COP will have primary technical and fiscal responsibility for this initiative and be the lead representative for the project to USAID. S/he will lead a project team and will develop and enhance partnerships with local and international organizations to carry out project activities. S/he will report project findings, lessons learned, opportunities, and challenges to USAID, and to local counterparts and will also oversee the dissemination of project results, lessons learned, and best practices in a variety of venues for national and international audiences. This position is contingent upon award of the grant.
RESPONSIBILITIES
·        Provide overall vision, leadership, and management to the technical direction and implementation of the project and oversee the financial and administrative components to ensure project goals, objectives, and requirements are fulfilled.
·        Oversee the development of partnerships with and technical assistance to regional and national research and service delivery organizations to conduct research in developing countries that will lead to strengthening family planning programs and policies that better health and wellbeing.
·        Work with regional and national partners, USAID, and project staff to conceptualize and carry out workshops, conferences, and trainings to develop skills and capacity in research methodologies and utilization of results to improve family planning and reproductive health services.
·        Oversee and provide technical guidance to a range of strategies and vehicles to disseminate scientific information in formats understandable and usable to different audiences such as policy makers, program managers, donors, ministry representatives, health personnel, and NGO staff.
·        Work with program staff and in-country counterparts to identify innovative research opportunities that will address and ameliorate critical family planning issues and that will help reduce the unmet need for family planning.
·        Be fiscally responsible to USAID and Population Council staff for this multi-million dollar initiative and oversee the project’s spending, development of budgets and financial reports, and timely implementation of project activities according to the budget timeline.
·        Oversee and ensure timely completion of all project deliverables, development of regular technical and financial reports and other documents as required by the project and donor, deployment of project personnel, etc.
·        Supervise senior project technical and operations staff to ensure project goals and objectives are achieved.
·        Serve as the primary reporting and point-of-contact representative of the project with USAID and with governmental and non-governmental counterparts on project-related technical and management issues. 
·        Work with USAID Missions to raise funds and additional resources to respond to country-level project needs.
·        Travel to the field as needed, to provide managerial and technical support to staff, counterparts, and government agencies, and to represent the project and the Population Council at meetings, events, and policy and program development fora.
·        Other programmatic and technical responsibilities, as assigned.
 
QUALIFICATIONS
·        At least 10 years of progressively responsible leadership and management experience in leading large, international, multi-year and multi-million dollar research projects in developing countries with demonstrated capacity to meet project goals, objectives, and donor requirements, and to manage complex activities involving coordination with multiple program partner institutions.
·        Doctoral degree in social sciences, preferably in health, demography, or related field, or comparable combination of education and experience and solid knowledge of and experience with various social science research methodologies.
·        Demonstrated ability to promote the use of research for the improvement of health systems in developing countries and the scale up of successful interventions.
·        Firm command of USAID rules, regulations, and procedures in technical and operational matters with demonstrated experience in senior management positions of other USAID-funded projects.
·        Ability to represent the Population Council with high-level donors, government agencies, non-governmental organizations, civil sector society, and organizational counterparts, and to discuss the project’s activities, lessons learned, opportunities, and challenges in a compelling and articulate way.
·        Proven ability to lead, motivate, and supervise a multi-disciplinary group of senior program and operational staff to achieve high quality performance and project vision, ability to identify areas for staff development and training, and demonstrated experience in capacity building.
·        Demonstrated ability to prioritize and make decisions in a timely manner under competing priorities and demands.
·        Capacity to understand and demonstration of experience in collaborating with research investigators and program and policy professionals from a variety of fields and cultures, preferably through residential experience in at least one developing country.
·        Excellent diplomatic, representational, problem solving, management, and interpersonal skills.
