Country Director (Interim) in Bangladesh

We are currently seeking qualified candidates for the position of Country Director (Interim) in Bangladesh.
           
Position Description:
Provides interim leadership and management oversight for all FHI 360 portfolio and activities of the Bangladesh country office with a small to medium staff; oversees operations and serves as the primary FHI 360 country representative, ensures strong collaboration between FHI 360 and local Government, funders, and sponsors. Represents FHI 360 to external donors/sponsors and leads FHI 360 business and resource development efforts in country. Also serves as the Chief of Party (COP) on FHI 360 Modhumita project. This position is anticipated for the estimated period January 21, 2013 through on or around March 31, 2013.
  • Provides leadership, ensures quality and oversees all company operations in the country and manages the company portfolio.
  • Oversees all operations functions of the country office, including within areas of management, finance, contracts and grants, security, legal, and human resources to ensure the office and projects managed within the office are compliant with company policies and procedures.
  • Ensures technical oversight and quality assurance for project(s) in which CD is also designated COP and coordinates with primary technical supervisor within the appropriate sector(s) to ensure this technical oversight and support in other projects within the country portfolio.
  • Coordinates a matrix management approach to capacity building, support, and oversight of technical and functional staff.
  • Provides operational support to global or regional projects operating within Bangladesh with systems, skills, and resources to ensure the quality of the country portfolio.
  • Develops and monitors landscape analysis, strategic plans, proposals, protocols, papers, reports and budget to achieve project and company goals.
  • Manages staff with training and operational procedures to achieve strategic goals of the project and the company. Ensures talent development and team building.
  • Establishes, serves and maintains partnerships with internal and external stakeholders.
  • Ensures a harmonized enterprise services platform at the country level.
  • Represents and has a broad understanding of FHI 360’s research and public health programs.
  • Is the operations supervisor for all FHI 360 project directors in country ensuring projects are cost efficient; liaises with assigned technical supervisors to provide ongoing supervision and performance assessments for project directors and assigned staff.
  • Represents FHI 360 with US and local government, funders, and partners; attends meetings and makes presentations on behalf of FHI 360 in the country.
  • Leads business development and resource development efforts in country in close collaboration with APRO and HQ.
  • Recruits, orients and manages the Country Office staff.
  • Ensures that appropriate office policies and procedures, including personnel policies, and systems are developed and implemented.
  • As Chief of Party, manages development of and monitors work plans and budgets; develops and manages systems of quality assurance and improvement; ensures appropriate levels of technical assistance in program operations; accesses appropriate skills and expertise from across FHI 360; coordinates partner efforts in program implementation; ensures appropriate program monitoring and accurate financial and programmatic reporting to FHI 360, and other donors as required.
 
Minimum Requirements:
 
Bachelor’s degree or its international equivalent in public health or related field; Masters degree preferred. Minimum 8+ years relevant experience with international development programs, including 3+ years of supervisory experience, overseas field experience required.
  • Demonstrated experience in the design, implementation, and management of public health/international development programs funded by US government or other international donors.
  • Proven skills in management, supervision, leadership and networking.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
  • Knowledge of strategic planning, administrative, and financial management systems, including contractual matters as appropriate.
  • Diplomacy skills and policy development experience.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues.
  • Experience or skills in external relations, business and resource development
  • Written and verbal communication skills.
  • Language skills of the country/region preferred.
  • Ability to travel within country or region and internationally if needed.
