Emergency Programme Manager,La Gonave Haiti


Contract Grade: B Contract Length: Up until 31st August 2013 Date Needed By: ASAP New or Replacement: New Accompanied/Unaccompanied: Unaccompanied Exact Job Location: La Gonâve Reports To: Area Coordinator, La Gonâve Responsible For: Daily management of the humanitarian response programme on La Gonâve, that has aspects of WASH’ Shelter Construction and Food Security. Support to be provided includes programme as well as financial management, human resource and operational management oversight Liaises With: WASH Coordinator; Programme Manager and Programme Coordinator for Livelihoods; Construction Coordinator and Assistant Country Director- Programmes Job Purpose: To lead and manage the overall humanitarian response programme in line with the donor proposals and internal policies, in conjunction with the programme coordinators of the relevant sectors.
Main Duties & Responsibilities: Programme Management: • Develop programme activity plans according to intervention plans and ensure team are orientated to and review progress on a minimum monthly basis • Manage the programme successfully ensuring that it is meeting its intended aims and objectives and achieving impact. • Ensure that development-oriented approaches including participatory development, capacity building and sustainable methodologies are adopted in implementing the programme. • Actively participate in the Concern Haiti team.
Programme implementation: • Ensure participation of the community in the implementation of programme at all stages • Build the capacity of members of the local team assigned to the project • Ensure that priorities have been given to the poorest and most vulnerable. • Coordinate with Livelihoods programme coordinator regarding food security initiative, and also in setting up cash for work methodology, minimizing any security risk for beneficiaries. • Ensure oversight of cash payments and management of programme inputs to ensure transparent use of resources • Coordinate with construction staff as well as other actors working on repair and reconstruction of shelters to ensure Concern design, material provision and follow-up is effectively undertaken. • In coordination with other actors or the relevant sections of Concern ensure appropriate trainings (e.g. agriculture and soil conservation, DRR, safe building training) are carried out.
Staff Management: • Recruit, manage and support programme staff ensuring that there is a clearly defined structure, up-to-date job description, and reporting mechanisms for each staff. • Ensure that the team is managed in accordance with Concern’s policies and procedures and ensure that all staff fully understand, and are committed to, the organization and the programme’s mission, vision, values and strategic aims. • Assist in provide or coordinate the training necessary for the delivery of high quality activities • Agree clear performance objectives for each direct report and ensure all team members have objectives and timely performance reviews
Financial management: • Manage the programme budget, including regular monitoring of expenditure against budget, in accordance with Concern financial procedures and guidelines. • Ensure good cash flow and procurement planning • Review financial reports and feedback to finance department on discrepancies on a monthly basis • Develop internal budget revisions 1 and 2 with the support of finance staff. • Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget.
Monitoring & Evaluation • Ensure staff are trained in M&E methodologies and undertaking their related roles and responsibilities. • Together with the Project Support Officer and the Assistant Country Directors, finalise and implement baseline data collection • Ensure that quality programme reports are produced and submitted to the Area Coordinator in a timely manner.
Other • Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership) • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality. • Report to the appropriate manager, all violations of the P4 or CofC, this is a mandatory duty of all staff. • Undertake any other relevant duties as may be assigned by the CD/ACDP or their designate.   PERSON SPECIFICATION
ESSENTIAL Education, Qualifications & Experience Required:
• Relevant degree (community development, agriculturalist, economist, public health, urban development) • At least one year practical experience working in development or emergency for an international NGO with logistics/systems experience or exposure • One year’s overseas experience • Proven ability in report writing, research and documentation • Excellent communication skills in English and/or French both written and verbal, and experience in proposal writing • Proven analytical, planning and time management skills.
• Willingness and ability to communicate with people and to contribute to local staff capacity development • Good team player, flexible and capable of working with a multinational country team politically and culturally sensitive • Ability and willingness to live in basic conditions for long periods of time • Excellent computer skills, including Microsoft Word, PowerPoint and Excel. DESIRABLE Education, Qualifications & Experience Required: • Masters in relevant discipline (humanitarian aid, community development, equality etc.) • Previous management experience with Concern • Experience in Monitoring and Evaluation techniques
