Contract Grade: B Contract Length: 15 Months Date Needed By: March 1st 2013 New Post or Replacement: Replacement Accompanied / Unaccompanied: Unaccompanied Exact Job Location: Port au Prince, Haiti Reports To: Assistant Country Director Programmes Responsible For: Daily management of the Return to Neighbourhood programme in Port au Prince including programmatic, financial, human resource management and operational & systems management.
Liaises With: Country Director, Assistance Country Director Systems, Programme Coordinators, Programme Support Officers Job Purpose: To lead and manage the entire Return to Neighbourhoods Program in Haiti, incorporating shelter/housing options, WASH, livelihoods, DRR and protection for IDPs in Port-au-Prince, in line with the donor proposal and in conjunction with the programme coordinators of the relevant sectors.
Return to Neighbourhoods programme relocates people from the camps they have been living in temporarily since the earthquake of Jan 2010, to their neighbourhoods. The approach includes training and cash transfers to help people re-establish themselves back in their communities.
Main Duties & Responsibilities: Programme implementation: • Ensure application of lessons learned from Concern Haiti’s prior pilot and subsequent programme for return to neighbourhoods.
• Ensure participation of the community in the implementation of programme through appropriate mechanisms. • Build the capacity of members of the local team assigned to the project • Ensure that priorities have been given to the poorest and most vulnerable. • Implement the programme in line with Concern’s Program Participants Protection Policy (P4) and to HAP standards and guidelines. • Coordinate with Livelihoods programme manager to identify best practice and get technical advice on assessments, vocational training options, MOUs with local institutions, etc. • Negotiate and establish agreements with service providers for the cash transfer component to minimize security risk for beneficiaries and staff. • In coordination with other actors or the relevant sections of Concern ensure appropriate trainings (e.g. livelihood business training and DRR safe building training) are carried out. • Coordinate with other organisations in the same location to ensure timelines, packages and conditions are agreed to minimise problems and security issues. • Liaise with other implementing partners in similar programs to ensure appropriate coordination of interventions.
Programme Management: • Develop programme operational plan based on plan submitted to donors and according to best practice. • Manage the programme successfully ensuring that it is meeting its intended aims and objectives and achieving impact. • Ensure that development-oriented approaches including participatory development, capacity building and sustainable methodologies are adopted in implementing the programme. • Actively participate in the Concern Haiti team.
Staff Management: • Recruit, manage and support programme staff ensuring that there is a clearly defined structure, up-to-date job description, and reporting mechanisms for each team member. • Ensure that all return team staff are managed in accordance with Concern’s policies and procedures and ensure that all staff fully understand, and are committed to, the organization and the programme’s mission, vision, values and strategic aims. • Assist with the provision of or coordinate the training necessary for the delivery of good quality activities. • Agree clear performance objectives for all direct reports, and ensure all team members have appropriately set objectives, and that performance reviews are undertaken in a timely manner.
Financial management: • Manage the programme budget, including regular monitoring of expenditure against budget, in accordance with Concern financial procedures and guidelines.
• Review financial reports and feedback to finance department on discrepancies. • Develop internal budget revisions with the support of the finance team and according to schedule • Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget.
Networking • Represent Concern at coordination meetings such as Clusters and working groups. • At the request of the Assistant/ Country Director, undertake other representational duties. • Where appropriate, liaise with department managers outside the field of return.
Monitoring & Evaluation • Ensure all staff are trained in M&E methodologies and that they understand their roles and responsibilities. • Ensure that the information regarding the project activities particularly beneficiaries are regularly captured, kept and analysed. • Organize regular coordination meetings • Ensure that quality programme reports are produced and submitted to the ACD-Programmes in timely manner, according to schedule
Other • Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership) • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality. • Report to the appropriate manager, all violations of the P4 or CofC, this is a mandatory duty of all staff. • Undertake any other relevant duties as may be assigned by the CD/ACDP or their designate.
PERSON SPECIFICATION
ESSENTIAL Education, Qualifications & Experience Required:
• Relevant degree (humanitarian assistance; community development, agricultural, economy, public health, urban development) • At least two years working in development or emergency settings for an international NGO with programme management experience • Minimum one year overseas experience • Proven ability in report writing, research and documentation • Excellent communication skills in English and French both written and verbal, and experience in proposal writing • Proven analytical, planning and time management skills.
• Willingness and ability to communicate with people and to contribute to local staff capacity development • Good team player, flexible and capable of working with a multinational country team politically and culturally sensitive • Ability and willingness to live in basic conditions for long periods of time • Excellent computer skills, including Microsoft Word, PowerPoint and Excel.

DESIRABLE Education, Qualifications & Experience Required: • Masters in relevant discipline (humanitarian aid, community development, equality etc.) • Previous management experience with Concern • Experience in Monitoring and Evaluation techniques
