Summary
The leadership of the Teacher Education Department of Ministry of Education is keen to develop a curriculum on Peace Education for the Teacher Training Colleges. Given the physiological effect of armed attacks on school students and teachers, and to use peace education as a catalyst for peace building, the Department of Teacher Training of MoE had decided to develop a curriculum for Peace Education. A comprehensive and good peace education curriculum for Teacher Training Colleges will impact student’s cognition and behaviour which will help in developing a peaceful Afghan society as a whole. The main purpose of this consultancy is to help the Teacher Training Department and Ministry of Education in the developing a curriculum on Peace Education. The consultant will use participatory approaches and will comprehensively consult with the Teacher Education stakeholders in order to prepare the curriculum.
Background
Afghanistan is in a state of its education rehabilitation and development in a post war and post conflict environment. Peace has come to some parts of Afghanistan, but many parts of the country are still suffering from severe security problems. Threats and attacks are often intentionally aimed at schools. Teachers and students are therefore unfortunately too often victims of armed attacks and severe physical and psychological intimidations. In the past few years Afghanistan has developed a Constitution and a series of laws designed to provide its citizens with education, care and protection in line with its national and international commitments. Ensuring that the human rights of all the citizens (especially children and youth) are respected, regardless of their gender, abilities, disabilities, backgrounds (e.g. social, ethnic, religious, cultural and linguistic) and circumstances (e.g. economic, social and emotional) in schools and communities is therefore the responsibility of all citizens – especially teachers, school administrators and other government officials. Peace education is therefore a vital tool in the development of a peaceful and prosperous Afghanistan, where the rights of all citizens are protected. UNESCO has been supporting the concept of Peace Education in Afghanistan through integrating it in the curriculum of teacher education colleges. This program is being implemented in close consultation and collaboration with the Teacher Education Department of Ministry of Education.
Responsibilities
Particularly the consultant will support the TED in the following areas:
1. Review existing draft curriculum on peace education and come up with a work plan for finalization of curriculum.
2. Organize and facilitate a workshop inviting the technical staff of TED, TTCs and Teacher Training Institutes to review the existing material and come up with the work plan to finalize the curriculum.
3. Revise the draft curriculum as per the findings and recommendations of the workshop.
4. Consult and share the revised draft with the Teacher Education Department, other relevant partners and UNESCO H.Q.
5. Finalize the draft curriculum based on the comments and inputs given by the above mentioned partners.
6. Provide support to TED in developing an action plan for the implementation of Peace Education Curriculum.
Expected Key Deliverables/Outcomes:
1. 1st Deliverable: Work plan for finalization of the curriculum
2. 2nd Deliverable: Organization of workshop
3. 3rd Deliverable: Curriculum on Peace Education is finalized and endorsed.
4. 4th Deliverable: Action plan for implementation of frame work prepared
Reporting: The consultant will work closely with Teacher Education Department (TED) of Ministry of Education (MoE). S/he will report to the Chief of Education (UNESCO).
Requirements
1. Advanced university degree (Masters or equivalent) in Peace Education, Curriculum development;
2. At least 10 years of progressively responsible professional experience in the relevant field, with a strong experience in post-conflict contexts;
3. Ability to work effectively in a multicultural/multinational environment;
4. Supervise and motivate staff;
5. Excellent knowledge of English;
6. Good computer and other IT skills.
