Finance Officer ICRA

ICRA is an international centre established by European members of the Consultative Group on International Agricultural Research (CGIAR), with legal status of a non-profit foundation under Dutch law. Its mission is to develop leadership in facilitating knowledge-based rural and agricultural development. ICRA currently has offices in Wageningen, the Netherlands (Headquarters) and in Montpellier, France, with 11 full or part-time employees directly employed or seconded from organisations in Europe and/or Africa. The Centre also employs a number of short-term consultants. Its current focus in the South is mainly on Sub-Saharan countries.

ICRA supports innovation partnerships and strengthens innovative capacity by providing training and coaching to professionals and to inter-organisational and multidisciplinary teams of staff from education, research and development organisations, in the following 4 thematic areas:
• Agricultural Research for Development
• Agricultural advisory services
• Agribusiness coaching
• Agricultural Education (Higher & Vocational) outreach and action research

Although grounded in cutting edge theory, ICRA’s programmes are pragmatic (non-academic) and based on learning-by-doing and by working-together. ICRA builds on an important alumni network that continues to nurture innovative capacity at individual, organisational and institutional levels, both within and beyond the South.

Description of the position
As the financial officer you will be responsible for ICRA’s financial accounting, reporting and control activities, at the level of the organisation and across ICRA’s thematic areas and projects. You will carry out financial analyses (cost analyses, cash-flow analyses, and financial foresights), develop or support the preparation of activity and project-related budgets, and work together with ICRA’s Director to ensure the financial sustainability of the organisation. The financial officer reports to ICRA’s Director.

Responsibilities and specific duties
• Develop systems and procedures to ensure the efficient and effective management of the organisation’s finances (for planning, budgeting and forecasting processes).
• Ensure that all revenues & expenses are tracked & monitored on a regular basis. 
• Ensure reconciliation of all ledgers and sub-ledgers on a regular basis.
• Monitor contracts and verify that revenues & expenses are consistent with contract conditions.
• Prepare (in consultation with ICRA staff) invoices on the basis of statements of expenditures for project related activities and monitor payment of such invoices by clients.
• Ensure that all taxation and legislative requirements are complied with, including VAT issues.
• Ensure that business cash flow adequately supports the organisation’s activities.
• Coordinate and prepare the year-end audit and any other project-related audits required.
• Act as the main point of contact to external auditors and provide all required information.
• Develop, update and make available job and course/ activity costing statistics.
• Analyse business performance results, providing feedback to ICRA’s management.
• Present financial results to ICRA management and/or Supervisory Board including the preparation of ICRA’s annual financial report.
• Provide assistance to ICRA management and staff regarding financial matters, including budget preparations.
• Process travel claims from all ICRA employed staff and consultants.
• Monitor the time and leave writing system developed for recording time allocation to specific activities for each individual ICRA staff member.
• Monitor the payroll system for salaries of ICRA staff.
• Keep the insurance policies of ICRA updated and ensure an adequate coverage of ICRA as an organisation in view of its changing requirements.
• Maintain customer and bank relationships.

Skills and Qualifications
• HBO/Bsc or equivalent degree in Business Administration with knowledge of contracting, negotiating and change management.
• Knowledge of finance, accounting, budgeting and cost control principles.
• Knowledge of automated financial and accounting reporting systems (e.g. Exact Online).
• Ability to analyse financial data and prepare financial reports, statements and projections.
• Previous experience (> 5 years) in a similar position, including experience in coordinating external audits.
• Experience with project management/accounting.
• Strong analytical capabilities, results-oriented, pro-active and flexible.
• Strong communication (including interpersonal) skills.
• Ability to work in a team and cooperate in a multicultural environment.
• Capacity to train & coach other staff (ICRA staff, or staff from partners of ICRA).
• Bilingual in English and Dutch; an additional language (French, Spanish) is an advantage.
• Computer literacy, including excellent MS office applications skills (e.g. EXCEL modelling).
• A hands-on, pro-active and positive attitude.
• Preparedness to travel to partners in the South (based in e.g. Sub-Saharan country), if and when required. 
• Affinity with the mission of ICRA.

Conditions of Employment
We offer a challenging position in a small, dynamic and highly motivated team with a lot of space for own initiative. We offer a dynamic and pleasant working environment. The position is a part-time position for 20-28 hours, based in Wageningen. The salary will be based on education and experience. Salary indication (full time, 36 hours): € 2548 - € 4041 per month.
