Habitat for Humanity International Program Support Manager


Habitat for Humanity International (HFHI) is seeking a seasoned international programs professional to serve our Asia/Pacific (AP) region as a Program Support Manager. This key position will report to the Associate Director of Regional Programs and be based out of our satellite office in Manila, Philippines. The Program Support Manager is responsible for providing programmatic support to a group of National Programs within the AP region. The Program Support Manager is expected to support and advise National Directors and staff and to coordinate program support available through HFHI.
KEY DUTIES AND RESPONSIBILITIES:
Program Support and Coordination:
  1. Coordinates HFHI support to National Organizations (NOs) by international staff, officers and program specialists
  2. Develops and directs specific concept paper developments, Standards of Excellence roll outs and implementations support, program interventions and activities by HFHI program support staff and follow-up to ensure the best use of expertise and time
  3. Encourages NO staff to implement Habitat program initiatives and innovations and to take advantage of HFHI support for Church Relations, Youth Programs, Appropriate Construction Technology, Finance, Global Village, Program Planning and Monitoring and Evaluation, and Training
Governance:
  1. Monitors NO compliance with HFHI policies and agreements [policies include those affecting best practices in governance and HFHI Standards of Excellence and NO requirements including monitoring and oversight to the Strengths, Opportunities, Aspirations and Results (SOAR) reports and Strengthening Internal Controls Project (SICP) findings making sure that the corrective measures are implemented according to the agreed upon action plans]
  2. Partners with the National Directors to develop remedial plans, monitors implementation (when needed)
Funding:
  1. Monitors HFHI’s transfer budget for NOs
  2. Reviews and provides relevant input to all grant applications from the National Programs s/he is responsible for
  3. Approves proposals which meet current policy standards for amounts not exceeding limits set in HFHI grant approval guidelines; recommends proposals for higher amounts to the Senior Director for Operations
  4. Recommends requests for NO support funding or for any special purposes, directing recommendations to the Director Regional Programs
Resource Development:
  1. Collaborates and coordinates with the Resource Development (RD) and Foundations, Organizations, and Institutions (FOI) team in AP Office to provide relevant and consistent support to NOs in the development of RD plans: advising on plans, recommending partnerships, encouraging the development of grant proposals, placing skills, and recommending strategies that will assist NOs to move toward sustainability
  2. Actively develops partnership and RD opportunities, and manages HFHI’s donor relations with regional partner organizations – corporations, churches, INGOs, bi-lateral and multi-lateral aid agencies and supra national organizations – to source financial and other support for Habitat programs
  3. Draws on the support of the Director of RD and other HFHI experts as required
Personnel Development:
  1. Supports and evaluates HFHI direct reports and works with NO staff to assist the organization in selecting and training staff who can contribute to organization objectives
Report Management:
  1. Works with Area Office Finance and Administration Staff and HFHI’s Finance Consultants to monitor compliance with HFHI’s representative
REQUIREMENTS
  1. 5 years’ experience in the area of technical expertise with proven record of success
  2. 2 years international experience, preferably with Habitat for Humanity or another INGO
  3. Demonstrated field experience a must
  4. Bachelor's degree required, post graduate degree in related field added bonus
  5. Written and oral fluency in English required (knowledge of Area specific language preferred)
  6. Strong cross-cultural communication skills/Ability and willingness to work in multi-cultural, multi-faith context
  7. Strong networking and interpersonal skills
  8. Strong training, negotiation, and facilitation skills
  9. Organizational and planning expertise
  10. Decision-making and problem solving
  11. Ability to work independently, and on a team on multiple tasks

Habitat for Humanity, sometimes referred to as “Habitat”, began working in the Asia-Pacific region in 1983 with a pilot program in Khammam, India. Since then, Habitat has built and rehabilitated tens of thousands of homes. Every year thousands of other families are helped with repairs, and financial and technical assistance. In addition, tens of thousands of families have benefited from Habitat programs to help victims of the 2004 Asian tsunami and other natural disasters.
