Background
Introduction: general information about the context in which the official will work / background on the project:
The MAMPU Access to Employment and Decent Work project is designed to promote economic and social empowerment of women through strategies that strengthen women’s access to and equitable involvement in formal employment in Indonesia. The Project will work with various institutions and organisations in Indonesia to strengthen the capacity of key stakeholders to promote the Project’s objectives – to strengthen poor, vulnerable and marginalised women’s access to employment and equality in employment.
Specifically, the national project officer will be required to coordinate and support the implementation of project activities in East Java. The project officer will be the main focal point for all provincial stakeholders, including the Government, private sectors, women CSOs and trade unions. The national project officer will be required to manage relationships, actively seek to understand and respond to the needs of stakeholders, liaise with the project managers and CTA in Jakarta to effectively implement activities and provide continuous monitoring and evaluation of project interventions.
These responsibilities fall within the broader MAMPU project objectives of economic and social empowerment for target beneficiaries. Economic and social empowerment of women workers will be pursued through the following strategic interventions :
  • Strengthening the organisational capacity and representation of targeted vulnerable women workers;
  • Supporting women to transition from informal to formal employment;
  • Strengthening the ability of partner civil society organisations to provide services and facilities to women to reduce barriers to decent work in the formal sector;
  • Supporting employer incentives to empower women and implement better working conditions and innovative employment responses; and
  • Influencing and strengthening national and local policies, programs and laws to promote women’s economic empowerment and equality.
The main areas of intervention of the project will take place through a series of pilot projects. Pilot projects will include :
  1. Supporting home based workers to formalize and access better working conditions and livelihoods;
  2. Strengthening the ability of trade unions and women’s organisations to organize and better represent women’s rights and interests at work;
  3. Technical assistance to employers to support decent work for women and substantive equality in terms of labour market outcomes; and
  4. Supporting women’s cooperatives and groups to provide accessible childcare services and other facilities to enable poor women to access or return to employment.
These pilot programs have a strong focus on institution building of local project partners to strengthen the visibility, representation and social and economic empowerment of women workers in Indonesia. In addition to these pilot programs, the project will support policy reform and provide programme support at the national and local levels to promote a more conducive environment for women to access formal employment. Awareness raising and advocacy on principles of equality and non-discrimination in employment will also be promoted.

The National Project Manager will be supervised by the Project Technical Chief Adviser (CTA).
  1. Main duties and responsibilities (with percentage of time for each):
  2. Ensure the design and development of work plans and implementation strategies with a view to strengthen the capacity of women’s CSOs and trade unions to advocate for the rights and interests of homeworkers.
  3. Monitor the implementation of project outputs and activities by collecting relevant base line data, indicators of progress and reviewing, verifying and analysing workplans, progress reports, final reports and other data for reporting purposes.
  4. Substantively review and identify operational and financial problems and develop/ recommend workable solutions and monitor follow-up actions.
  5. Provide technical assistance and coordination mechanisms to stakeholders to towards the implementation of related homeworker activities. Support the creation of business groups among women-run micro and small enterprises.
  6. Identify gaps on homeworker issues and provide technical input and policy advice services strengthen awareness, visibility and advocacy on homeworkers issues, gender discrimination and women’s issues in employment through engagement with CSOs, trade unions, the private sector, government and media.
  7. Identify source of information/tools for use in advocacy related work.
  8. Contribute to knowledge networks between women’s CSOs and trade unions including other innovative partnerships focusing on raising awareness among homeworkers in Indonesia.
  9. Ensure coordination among relevant national project officers in Medan and Malang with regard to project activities.
  10. Participate in the organisation of project conferences, seminars, workshops, training sessions and meetings;
  11. Prepare budget estimates and expenditures forecasts. Control project budget and monitor the situation of resources as compared to planned activities and make recommendations for remedial actions.
  12. Prepare technical briefs, progress reports and adhoc reports on status of programme/project activities.
  13. Undertake missions to project sites with project officials and/or stakeholders.
  14. Draft and translate into Bahasa Indonesia, various project documents, statements or other public information.
  15. Document best practices and lessons learned directly linked to programme activities Promote organizational learning and knowledge sharing within the ILO Jakarta Office, relevant ILO units and departments and MAMPU partners.
  16. Perform other duties as may be assigned by the CTA or ILO Country Director for Indonesia and Timor Leste.
  17. Qualifications requirements: (please refer to the generic job descriptions in HRD’s intranet site and to the ILO’s core competency and values framework).
Education – Advanced level university degree in international development, gender studies, law, social sciences or related field.
Experience – At least 5 years of professional experience in advocacy, community or worker organising and/or gender equality issues.
Languages – Native speaker of Bahasa Indonesia and excellent command of spoken and written English.
Competencies
• Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices.
• Demonstrated capacity to design, develop and implement advocacy, organising strategies and to promote gender equality
• Demonstrated ability to interpret information and to identify and analyse problems and design technical interventions.
• Excellent ability to engage with senior officials in Government and with the private sector, with tact and diplomacy.
• Excellent ability to communicate effectively both orally and in writing in Bahasa Indonesia and in English.
• Excellent ability to work on own initiative as well as a member of a team.
• Demonstrated skills in research, planning, organization and monitoring skills.
• Good computer applications skills.
