Background
With the support of the Government of Japan, the Literacy for Empowering Afghan Police (LEAP) was officially launched in June 2011. The Plan of Operations was then subsequently signed by the Ministry of Interior and UNESCO in October 2011. LEAP is the first literacy intervention for police undertaken by UNESCO.
LEAP covers 20 provinces and provides technical assistance to the Literacy Department of the Ministry of Interior (MoI)—providing a series of literacy facilitator trainings to 500 Ministry of Interior (MoI) literacy facilitators and support in the development of reading, writing and calculating materials to sustain the newly acquired literacy skills of Afghan National Police and Law enforcement officers. The LEAP project provides technical expertise in enhancing the delivery of literacy training to Afghan National Police (ANP) officers (and law enforcement officers) who have difficulties in reading, writing and calculation. The programme is implemented jointly by the Ministry of Interior (MoI) and the Ministry of Education (in particular, its Literacy Department). UNESCO’s main role in the programme is to provide technical support. Teaching and learning resources is developed jointly by UNESCO, MoI and MoE. The 19 MoI’s master trainers are also equipped with enhanced capacities in managing and sustaining quality literacy education for the ANP.
At the field level, the programme identifies beneficiaries (police literacy facilitators) who are in need of enhanced literacy training through Training the Trainer workshop (Pre-Service, In-Service and In-Service 2 Trainings), and provide enhanced literacy materials to those officers. These workshops and teaching/learning resources developed under the programme further augment basic literacy skills of ANP officers.
Scope of Work
In order to improve the quality of LEAP programme and to have Ministry of Interior develop sustainable police literacy strategy in the future, the current structure of LEAP programme and its implementation modality needs to be reviewed. The main purpose of this consultancy is to conduct the external evaluation of the LEAP Programme and provide recommendations for the improvement of programme implementation to MoI, UNESCO as well as the donor (the Government of Japan). Each activity of LEAP programme will be assessed with specific purpose of generating recommendations for improving effectiveness and efficiency of over-all LEAP programme.
External Evaluation of LEAP Programme
The consultant will focus on the existing implementation arrangements for LEAP, and find out the strengths and weaknesses in existing arrangements. As a participatory action research, the consultant will engage and consult with all relevant stakeholders, in particular the Ministry of Interior, Senior Master Trainers, Master Trainers, local police commanders, police literacy facilitators and learners to determine to help in their capacity building and find out critical challenges for project implementation; and suggest recommendations and lessons learned for the project performance improvement. More particularly, the consultant will look into the following areas:
• Literature review of the existing project documents to fully understand the program theory and the project overall context
• Consult with key stakeholders at UNESCO on the programme structure and implementation modality of LEAP programme.
• Discuss with MoI Police Literacy Units, SMTs as well as MTs, and observe the current general police literacy implementation conducted at MoI.
• Evaluate the implementation modality of LEAP pre-service and in-service trainings conducted by SMTs and MTs in Kabul and provinces.
• Evaluate the implementation modality of LEAP literacy resources (LEAP Publications) and its delivery procedure.
• Evaluate the coordination mechanism among UNESCO, Ministry of Interior and Ministry of Finance in terms of programme implementation as well as fund transfer methodology.
• Prepare the draft final evaluation report of LEAP programme including the recommendation for the further improvement of the programme based on following recommended pattern:
  1. Background and context of the LEAP programme
  2. Methodology of the evaluation
  3. Situation of current Afghan police literacy strategies
  4. Situation of current Afghan local police stations/checkpoints (What’s this for? Let’s discuss. I don’t see any logical connection)
  5. Results of the LEAP general implementation structure and strategy
  6. Results of the LEAP Pre- and In- service training evaluation
  7. Results of the LEAP publication evaluation
  8. Comprehensive analysis on the results of evaluation
  9. Recommendations and lessons learned for the enhancement of LEAP implementation arrangements.
Deliverables
By the end of consultancy, the consultant must provide UNESCO,
1) The draft report of external evaluation
2) Internal discussion with UNESCO Kabul Office on the results of evaluation
3) Workshop for the dissemination of draft evaluation with key stakeholders
4) Dissemination of evaluation findings with MoI leadership and donor
5) The final report of external evaluation and findings of LEAP programme.
