Project/Proposal Summary:
In June 2011, MSI was awarded a contract by USAID to provide monitoring, verification and evaluation services to USAID Pakistan covering USAID-supported programs throughout country. The goal of the Monitoring and Evaluation Program (MEP) is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.
In June 2011, MSI was awarded a contract by USAID to provide monitoring, verification and evaluation services to USAID Pakistan covering USAID-supported programs throughout country. Position Summary: The Consultant will work with the MEP monitoring team to develop and finalize the instrument and data collection plan for the monitoring of TB drugs and commodities. Under the DELIVER project, TB drugs and related chemicals are being supplied to the National TB Control Programs as a one-time procurement by the DELIVER project. USAID has requested MSI to verify that USAID-funded medicines and commodities have reached the provincial, regional and district hubs from the central warehouse in Islamabad according to the agreed arrangements.
The level of effort for this assignment is two days over a two week period, and is expected to begin in mid-February.

Responsibilities: • Document and clarify the supply and distribution process for TB commodities and drugs to the lowest level and assist in the development of the monitoring instrument. • Review and provide feedback on data collection plan. • Review and provide feedback on observation instrument.
Qualifications: • In-depth knowledge of the distribution of TB drugs in Pakistan at the provincial and local government levels. • Minimum of ten years of relevant experience. • Demonstrated experience developing monitoring instruments, data collection plans, observation instruments and analytical reporting. • Written and oral proficiency in English is required.
