Program Coordinator - Mae Sot


Solidarités International is a French international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees.
Solidarités International has been active in Thailand since 2007, conducting water and sanitation and food security projects in camps housing refugees from neighbouring Burma. SI has one current project funded by PRM (11 PR 1002). This project consists of WASH, Food Security and Environmental protection activities inside Mae La camp and in the surrounding Thai villages. The project also includes some emergency activities in case of new refugees’ influx outside of the camp and cross border CBO capacity building.
FONCTIONS
Strategic orientation - Propose and develop a sector-based strategy in accordance with SI’s policies and priorities - Be the driving force for putting new activities into place - Participate actively in programming work
Relevance and quality of projects - Validate the relevance of any assessments carried out - Propose and organize evaluation missions - Support the program manager/s in setting up a technical approach and assessing the financial, human, and logistical elements of programs to be implemented - Ensure that all programs are implemented respecting Solidarités International annual operational strategy, technical requirements, and the criteria stipulated by financial backers - Develop team capacities with techniques and new methodologies
Coordination, technical support and operational monitoring - Ensure that resources from the Tool Box are used correctly in the management of the project cycle - Approve the quality criteria and performance indicators of the programs - Ensure that monitoring indicators are in place and relevant - With the coordination team, take part in the monthly review of programs (budgetary, operational, logistical…)
  • Provide support and advice to the logistical service for the purchase of specific materials.
Capitalization - Ensure that SI’s capitalization tools are correctly used and disseminated throughout the headquarters - Participate in the centralization and dissemination of procedures, guidelines and tools linked to activities - Form a network of experts, develop technical partnerships with others actors in the intervention zone and regularly keep the technical unit informed
Personnel management - In conjunction with HQ HR, define the prerequisites for technical position openings and adapt existing criteria if necessary. - Identify training requirements within the programs’ teams and the resources available locally - Implement technical training in line with operational needs and the training requirements identified - Lead workshops, coordination meetings and/or technical exchange programs - Evaluate and assess the performance of collaborators under his/her direct supervision - Actively participate in the organization of regional technical weeks and compiling reports on these work sessions
Reporting / communication / representation - Support the Head of Mission with fundraising and the negotiation and writing of project proposals relating to his/her activity - Convey information to the relevant authorities on security matters or any event having a possible consequence on SI activities and the security of the teams. - Consolidate activity reports and supervise the preparation of reports and/or amendments - Participate in the written reporting, especially for donors reports. - Validate technical expertise reports - In conjunction with the HoM, establish and maintain a communication network and good relations with local/government authorities, donors representatives, UN agencies and other international agencies - Ensure that SI is represented at all meetings or forums concerning SI programs - Represent SI when asked and/or delegated to do so - Reply to HQ requests regarding specific needs
PROFIL
Education:
Master of Science, Engineering degree or equivalent, in a field related to Water, Sanitation and Hygiene: Hydraulics, Hydrology, Hydro-geology, Water Management, Civil Engineering, Environmental Science, Public Health.
Experience: • Minimum 2 years of experience in humanitarian work abroad in the field of Water, Sanitation in Hygiene and Project Management. • Experience in donors reporting and proposal writing, external representation • Experience in community mobilisation and participatory techniques that contribute to behaviour change in terms of hygiene practices • Experience in food security/livelihoods project is an added value • Ability to manage high education teams • Previous work experience in Thailand or South Asia and knowledge of the local culture is an added advantage. • Experience within Solidarites International
Technical skills and knowledge: • Knowledge of WASH project management • Knowledge of food security project management • Knowledge of and previous experience in project cycle management • Knowledge of humanitarian actors, especially donors (and donors’ rules) such as Europeaid and BPRM • Well-developed skills and approaches to working in cross-cultural settings and strong awareness of gender and environmental issues • Good computer skills (Microsoft office package, internet, hydraulic software, AutoCAD, GIS).
Languages:
Fluent in English (written, spoken, read). Fluent written and spoken French, Thai or Burmese will be appreciated

STATUT
Salaried post: According to experience from 1700 euros gross per month, , plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 350 dollars
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
