Program Officer, International Peace and Security

GENERAL SUMMARY:
  1. Manage grants in the area of International Peace and Security, which supports work in nuclear security (including the nexus of nuclear terrorism, nuclear weapons, and nuclear energy, as well as the proliferation cases of Iran and North Korea); geopolitical dynamics (focusing on Asia and Russia), and development of the field of strategic studies.
  2. Manage a roster of active grants, prepare recommendations and evaluations of grant proposals, conduct grant-related research, develop funding strategies and actively maintain relationships in the field.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
  1. Manage a roster of active grants.
  2. Evaluate letters of inquiry and grant proposals, respond to grant proposals and prepare grant recommendations for funding.
  3. Maintain accurate records, monitor grant performance and assess progress on an ongoing basis, and participate in the evaluation of grantee work and program area strategies.
  4. Stay current in the field and maintain an open, even-handed approach to diverse perspectives.
  5. Investigate opportunities and develop strategies for future grantmaking, including cross-cutting work within the International Programs and across the Foundation
  6. Represent the Foundation at meetings in the field of international peace and security. 
  7. Travel domestically and internationally in connection with Foundation duties; this portfolio requires regular international travel.
OTHER RESPONSIBILITIES AND DUTIES:
  1. The job of the Program Officer entails a significant outreach component. In addition to crafting grant recommendations and supplementary analysis, the Program Officer is expected to engage actively with prospective and existing grantees and with a wide range of experts in the field, so as to help formulate feasible grant strategies and facilitate successful achievement of grant objectives.
  2. Background research for new work in strategic studies as assigned.
  3. Participate in Foundation-wide initiatives related to strategy development, monitoring and evaluation, and grants management, as needed.
  4. Perform other duties as assigned.
KNOWLEDGE, SKILLS AND EXPERIENCE
  1. Advanced degree in a field relevant to international security (e.g. international relations, political science, strategic studies, history).
  2. Five or more years’ professional experience in international affairs.
  3. Special consideration will be given to candidates with expertise or working experience in Asia.
  4. Capacity for regular international travel essential.
  5. Policy experience in a related area not required, but welcome. 
  6. Demonstrated superior analytical and communication skills
  7. Excellent organizational abilities and the capacity to meet tight deadlines.
  8. Must continually exhibit the ability to work collaboratively with colleagues and adapt to changing priorities.
  9. Required to have strong interpersonal skills and a demonstrated capacity for sound judgment while also being open to diverse views and effective at cross-cultural problem-solving.
