Senior Advisor on Peacebuilding and Peace Processes , Myanmar

BACKGROUND:
The United States recognizes Burma’s ongoing reform efforts to build a modern, peaceful, and democratic country and welcomes the opportunity to deepen engagement with the people of Burma and their government. Consistent with the aspirations of the people of Burma, the United States Government launched a joint partnership with the Government of Burma to advance democratic reform, and lay the groundwork for a peaceful and prosperous future. Under the joint partnership, USAID supports equitable, inclusive, and transparent peace processes that increase access to populations in need and lay the foundation for political resolution to long-standing conflicts and a durable peace. USAID will strengthen the capacity of key leaders within ethnic and religious groups and between communities and newly formed government structures, and will work specifically to increase women’s access and ability to engage with and lead peace-building processes in Burma. The USAID/OTI program will deepen and sustain these reforms, providing assistance to increase participation in the reform process and to translate reform objectives into specific actions that improve the well-being of the people of Burma. USAID/OTI will provide targeted assistance to strengthen the peace process, build national reconciliation and mitigate conflict.
PURPOSE:
The USAID/OTI program is an important component of the USAID Mission’s strategic approach to supporting the ceasefire negotiations and peacebuilding currently underway in Burma. To advance this objective, USAID/OTI is seeking a conflict and peacebuilding expert with experience in peace processes and negotiations. The Senior Advisor on Peacebuilding and Peace Processes (hereafter the “Senior Advisor”) will serve as a key technical resource person and advisor to USAID/Burma in these areas. Under the supervision of the DAI Chief of Party (COP) for the USAID/OTI program, the Senior Advisor will be responsible for reporting on and providing direct technical support regarding the peace processes, as well as recommending potential activities to USAID/OTI. He or she will also advise on opportunities within the wider USAID mission programs, while supporting USAID’s institutional learning, and ensuring that conflict and peacebuilding sensitivity is integrated into the entire USAID country portfolio.
REPORTING RELATIONSHIP:
The Senior Advisor shall report to the USAID/OTI Country Representative through DAI’s Chief of Party.
Towards fulfilling the responsibilities and specific deliverables related to USAID’s institutional learning on support for peacebuilding and peace processes, as well as integration of conflict sensitivity into USAID/Burma’s broader portfolio, the Senior Advisor will consult closely with the USAID/Conflict Management and Mitigation (CMM) Regional Senior Conflict Advisor. In coordination and consultation with the USAID/OTI Country Representative and DAI COP, the Regional Senior Conflict Advisor will arrange informal periodic consultations with the Senior Advisor on an as needed basis.
RESPONSIBILITIES:
Under the supervision of the Chief of Party, in close consultation with the USAID/OTI Country Representative, provide timely research, analysis and reporting on conflict dynamics and emerging peacebuilding and peace processes support opportunities to USAID, the U.S. Embassy in Rangoon, and actors in Washington, DC.
Convert recommendations into executable plans for implementation, including new USAID/OTI activity design, under the direction of the USAID/OTI Country Representative. Produce reports and other products as needed to advance USAID’s institutional learning on peacebuilding and support to peace processes based on lessons learned from Burma. Develop reports, presentations and trainings and facilitate other information-sharing to promote conflict and peacebuilding sensitivity in USAID/Burma activities as requested by the USAID Mission in consultation with the USAID/OTI Country Representative and the CMM Regional Senior Conflict Advisor. Provide support to the USAID Mission to incorporate national reconciliation and conflict mitigation in design of projects.
QUALIFICATIONS:
Have at least 10 years field experience in post-conflict developing country settings.
Have a M.A. in development economics, international relations, conflict studies or other related field. Comparative experience with emergent peace processes in a field capacity, including: Familiarity with negotiation processes, to include structures, processes, communications and outreach and other aspects. Experience with the use of assistance packages – technical assistance, materials and processes as effective elements supporting emergent peace processes (peace dividends, secretariats/peace support entities, etc.) Familiarity with international law, particularly human rights law, humanitarian law or other relevant sectors. Experience working in situations with ethnic conflict and protracted civil wars. South East Asia experience, preferably in Burma. Experience with constitutional reform and transitional justice preferred, but not required.
BASE OF OPERATIONS AND LEVEL OF EFFORT
Permanently based in Rangoon, Burma with travel as required Anticipated Two (2) Years level of effort, beginning on/about February 2013
