Senior Quality Clinical Care Advisor in Iraq


URC has an immediate need for a Senior Quality Clinical Care Advisor for a USAID Primary Health Care Project in Iraq, supporting the Ministry of Health to strengthen the delivery of quality primary health care services throughout Iraq. The project focuses on developing management systems and processes for delivering clinical care; improving the quality of primary care; and building effective community partnerships to ensure that local communities are more closely involved in health service planning and implementation.
Roles and Responsibilities:
Assist in the development, implementation, and monitoring of the Project’s technical strategies especially focused on component 2;
Work closely with the component 2 Director and other team members in fully integrating activities into the Project’s overall goals;
Participate in technical review meetings and serve as an advisor to Ministry of Health officials on relevant technical issues;
Provide technical assistance to component 2 staff in the implementation of their activities;
Work with colleagues and counterparts, identify aspects of the delivery of services within the scope of the project that most need improvements in quality;
Work with colleagues and counterparts, identify specific geographic locales and, to the extent feasible, facilities where improvements are most needed;
Design and implement QA/QI process methods;
Assist in identifying requirements for technical assistance and develop appropriate scopes of work;
Assist short-term consultants to maximize benefit and follow-up of short-term assignments;
Assist comp 2 Director in monitoring progress of comp 2 objectives;
Assist comp 2 Director to ensure that project activities are in line with USAID strategic priorities in service delivery;
Assist in preparing comp 2 weekly, quarterly and yearly reports;
Document and share lessons learned in the format of project reports, publications and presentations at all levels.
Minimum Qualifications:
Required Experience & Qualifications
· Master’s Degree in a relevant field, such as public health, nursing, medicine, etc
· 5 years of relevant management, supervisory, and technical experience working in complex development programs similar scope and scale to the Primary Health Care Project in Iraq
Excellent oral and written communication skills;
English language fluency (minimum 5/5) is required
Desired Experience & Qualifications
Knowledge of Arabic and experience in the Arab world is desirable, but not required
