International Consultant - Team Leader for Maritime Risk Management
Navigation Programme, Operations Division
11 Months Service Contract from February to December 2013, Based at the MRC Secretariat
in Phnom Penh, Cambodia with the possibility of travel to other MRC Member Countries
The Team Leader for Maritime Risk Management will be responsible for the full project management and the final outputs of ‘Phase 2: Regional Action Plans for the Sustainable Management of Dangerous Goods’ , and 'Sustainable Management of Dangerous Goods at Pilot Ports/Terminals in Cambodia and Viet Nam.' including coordinating with NAP, national working groups in the MRC Member Countries, international consultants, development partners and other MRC programmes
Objectives
The objectives are to ensure the successful completion of the outputs and activities of ‘Phase 2: Regional Action Plan for the Sustainable Management of Dangerous Goods’, and 'Sustainable Management of Dangerous Goods at Pilot Ports/Terminals in Cambodia and Viet Nam.'
The Immediate objectives of formulating the Regional Master Plan for Sustainable Management of Dangerous Goods (Phase 2): the MRC Member Countries and international agencies will have comprehensive national and regional project plans (PP) that can be implemented to actively prevent and mitigate the environmental and safety risks associated with the carriage, handling and storage of dangerous goods. 
The Immediate objectives of conducting the Sustainable Management of Dangerous Goods at Pilot Ports/Terminals in Cambodia and Viet Nam will aim at developing a Dangerous Goods Management Manual (DGMM), Vessel Inspection Scheme (VIS) and Waste Management Plan (WMP) for the Ports or Terminals,and undertake training and capacity building for port management, employees and contractors on the safe handling of dangerous goods at the Ports or Terminals;
Outputs
The following tasks will be completed by the Maritime Risk Management Specialist:
• Work plan, budget and implementation schedule for Phase 2, and the Pilot Port Project, prepared;
• Terms of Reference for National Experts, their tasks, and separate assignments prepared;
• Project organigram prepared;
• Project literature reviewed, studied, and analysed;
• National meetings and workshops to review implementation strategy and national project plans (PP) undertaken;
• National and regional project plans (PP) detailing the priorities, short, medium and long term actions, costs and resources required for design and implementation of future projects developed;
• Implementation strategy that determines how the national and regional project plans can be implemented and develop a regional and national policy framework for improving the transport in the LMB prepared;
• Draft report for Phase 2 and the Pilot Port Project prepared and reviewed;  
• National and Regional workshops to review draft of Phase 2 and Pilot Port Project and final reports completed.  
• Provided training to the MRC Navigation Programme Officer on Safety and Regulations
Other assignments carried out as required by the NAP Coordinator, within the context of the MRC Navigation Programme
TaskThe following tasks will be completed by the Maritime Risk Management Specialist:
• Review and integrate findings from Phase 1 and ‘Sustainable Management of Dangerous Goods at Chiang Saen Commercial Port (Pilot Project)’ into updated TOR for ‘Phase 2 Regional Actions Plan for Sustainable Management of Dangerous Goods’, and 'Sustainable Management of Dangerous Goods at Pilot Ports/Terminals in Cambodia and Viet Nam.'
• Consolidate the recommendations and priority areas identified in Phase I-‘Risk Analysis- Carriage, Handling and Storage of Dangerous Goods’;
• Assist in setting up the different teams
• Coordinate the activities of the National working groups;
• Monitor and evaluate the progress of the completion of outputs and activities;
• Ensure ongoing review of outputs and activities through regional and national consultation meetings;
• Consolidate the Regional Action Plan (Regional and National PP and Implementation Strategy) for publishing and distribution to Member Countries,  development partners and key stakeholders;
• Prepare the final report of ‘Phase 2: Regional Actions Plan for Sustainable Management of Dangerous Goods’; and 'Sustainable Management of Dangerous Goods at Pilot Ports/Terminals in Cambodia and Viet Nam.'
• Provide ongoing logistical and technical assistance and resources to NAP, National Working Groups and International Consultants;
• Provide training to the MRC Navigation Programme Officer on Safety and Regulations
• Conduct other activities as required by the NAP Coordinator
MethodologyThe risk analysis project was a significant body of work involving local and international experts encompassing the establishment of national working groups for data collection, and capacity building through training in risk management and the risks associated with the transport of dangerous goods. The result of this work saw the delivery of Volume I - Risk Analysis and Volume II - Recommendations. The outcomes provide a useful framework to ensure the balance between inland water transport and environmental protection can be achieved.
The development of the Regional and National Action Plans will be an important step to take the information from Volume I-Risk Analysis and Volume II-Recommendations and develop feasible and practical action plans that can be implemented effectively by Member Countries at the national or with assistance from the MRC, bi-lateral development partners and other implementing agencies such as development banks. Phase 2 will require the development of national and regional project plans and an implementation strategy to manage and control the risks identified with the transport of dangerous goods.
The implementation strategy will need to determine to how the national and regional project plans will be implemented and to take in to consideration the current institutional capacity and levels of socio-economic development in each of the MRC Member Countries. The project plans will be developed, detailing the short, medium and long term actions, costs and resources required for implementation by the Member Countries and implementation agencies including MRC.
For the 'Sustainable Management of Dangerous Goods at Pilot Ports/Terminals in Cambodia and Viet Nam, a similar methodology will be used as the one employed under the ''Sustainable Management of Dangerous Goods at Chiang Saen Commercial Port.'
Qualifications of consultant The successful consultant/s should demonstrate extensive consulting skills and experience:

• Degree in Master Mariner, Port Engineering, Marine Transport, or Civil Engineering with specialisation in waterborne transport, waterway safety, risk management, environmental science;
• 10 years experience in the transportation sector
• Highly qualified in Master Planning
• Risk analysis in the fields of navigation and port operations;
• Project  assistance and - management experience in shipping;
• Experience in evolving solutions and projects with business partners and suppliers
• Environmental impact assessments of navigation and port operations;
• Vessel fuel consumption and pollution prevention;
• Inland waterway transport;
• Transportation and carriage of dangerous goods;
• Oil and toxic chemical / waste spill assessments;
• Waste management;
• Operational rules and regulations related to waterway transportation, , safety of boats, crews, aids to navigation;
• Excellent knowledge of international standards including ISM Code, ISPS, SOLAS and MARPOL;
• Excellent computer skills
• Excellent knowledge of project planning, implementation and monitoring
• Excellent knowledge of written and spoken English is absolute requirement
• Working Experience in the region is an advantage
