Project Purpose

To Reconcile and Validate the CS-DRMS Debt Database for the Government of Jamaica.

Project Background

The Debt Management Section (DMS), of the Special Advisory Services Division (SASD), Commonwealth Secretariat implements the Commonwealth Secretariat’s capacity building programme in debt management in its member countries.  As part of the debt programme, DMS has developed and continuously maintains debt management software comprising the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS) and the Commonwealth Secretariat Securities Auction System (CS-SAS). The debt management software is used in 76 countries around the world, including the Government of Jamaica. CS-DRMS is primarily used by countries to record and manage loans and securities contracted by the general government.  Further information on CS-DRMS is available at www.csdrms.org 

Scope of Work

The DMS is currently providing technical assistance to the Government of Jamaica to reconcile and validate its CS-DRMS database across creditor statements on all of the active and recently matured loans and securities. The Commonwealth Secretariat, through DMS is enlisting the services of an individual consultant to assist the Government of Jamaica undertake the reconciliation and validation exercise of the CS-DRMS database. Specifically, the consultancy services will provide:
  • Reconcilation of all  loans and securities recorded in the CS-DRMS debt database against creditor statements.
  • Validation of  CS-DRMS database that it is accurate and complete as of 31st December 2012.
  • Delivery of on-the-job training on functions of CS-DRMS to new officials in the Debt Management Office.
  • Merging the securities and loan CS-DRMS database into a single Public Debt Database. This activity will be provided with assistance from DMS staff.
The consultant will be expected to provide an end of assignment report outlining the completed and outstanding activities, if any. 

Required Technical Expertise

For undertaking the above mentioned work, the consultant should have the following mix of expertise: 
  • A good knowledge of public debt management;
  • Demonstrable experience and an excellent understanding of CS-DRMS 2000+ Version 1.3;
  • Demonstrable experience and good understanding of various multilateral and bilateral creditor practices;
  • Demonstrable experience in providing training in CS-DRMS 2000+;
  • Consulting experience with regard to provision of CS-DRMS 2000+ technical assistance.

Location and Level of Effort

The consultant will be stationed in Kingston, Jamaica but will be expected to work closely with DMS staff and regularly demonstrate progress to DMS. 
The level of effort anticipated for the assignment is 20 person days over the period February – March 2013. It is expected that the consultant will be based at the duty station in Kingston for the 20 person days’ effort, which will include preparing a final project completion report at the end of the assignment for submission to the Secretariat.

Remuneration

The Secretariat will offer:
  • Consultancy fees (the daily rate would be up to £400 per day) for 20 person days
  • One economy class return air fare by the most direct route to Kingston, Jamaica.
  • Daily subsistence allowance for nights spent in Kingston, Jamaica at the UN per diem rate for not more than 28 consecutive days.
These payment terms will apply:    
  • 20 per cent of the consultancy fees and the full subsistence allowance.
  • 80 per cent of the consultancy fees on submission of the first draft of the second report;

Assessment Criteria

Bids will be assessed based on:       
  • Experience of the bidder in using CS-DRMS;
  • Experience of the bidder in similar assignments;
  • Qualifications and Experience of bidder/consultant.

Proposals must include a detailed CV of consultant(s) showing:
  • The profile of the consultant and details of similar projects undertaken
  • Skills related to assignment;
  • Experience related to assignment;
