International Expert on Local and Regional Infrastructure Development (up to 27 months)
 
Introduction
 
Kommunalkredit Public Consulting GmbH (KPC), a leading Austrian consultancy and programme management firm specialised in the environmental and energy sector financing, is part of an international consortium (GOPA, KPC, Eptisa, OPM, Integration) implementing the GIZ-project "Modernization of Local Public Services in the Republic of Moldova" (MLPS) since the beginning of 2010, in collaboration with local, regional and central Government stakeholders. The main partner of GIZ in implementing this project is the Moldovan Ministry of Regional Development and Construction (MRDC).
 
The scope of work to be undertaken by the GOPA consortium can be understood in two phases, A and B. Phase A has been underway since July 2012. Phase B is expected to get underway around October 2013 and will be largely financed by the EU under a delegated agreement with GIZ. Phase B is in direct continuity and somewhat co-terminus with Phase A: both will continue until end 2015.
 
Essentially Phase A – which is progressing well and is on target – involves:
         Elaboration of regional plans in three regions and three sectors (solid waste management, water and sanitation and energy efficiency,
        Identification of appropriate project concepts which will then be developed to the stage of viable project concept (satisfies pre-feasibility criteria) set out on a fiche,
         Capacity development.
 
Essentially under Phase B the GOPA consortium will undertake the following additional tasks:
 
         Viable project concepts developed and agreed with stakeholders under Phase A will be progressed to the stage of ready to go/ ready to procure. This will involve full technical elaboration, proportional feasibility studies (i.e. large or complex projects/comprehensive studies; smaller projects/more simple studies),
         Elaboration of all other required studies (e.g. EIA), elaboration of technical documentation.
         Depending on the source of financing for the projects, the precise format and nature of this level of documentation may differ from project to project.
         Extension into a new sector – regional and local roads. In this sector, a regional plan will be elaborated for each of the regions (North, South, and Centre), project concepts will be identified, brought to stage of viable project concept and then to ready to go/ready to procure stage.
 
For Phase B, the following long term position needs to be contracted:

This notice concerns the vacant additional long-term position of an
international expert on local and regional assets management.
 
 
Terms of Reference
 
This ToR has two parts:
 
        Part 1 – in italics – is directly taken from the master ToR for the GOPA contract.
        Part 2 provides further specifications for this position on the basis of the first 10 months of the project implementation.
 
Part 1 requirements should be considered as requirements of the client (GIZ) and therefore must be fully complied with.
  
Part 1
 
International expert on local and regional assets management
 
The main task of this expert is the planning, preparation and coordination of the feasibility studies, environmental impact assessments, technical design, and procurement documentation, and the corresponding STE input for these.
 
With commencement of the work corresponding to Phase B, the International Expert on Local and Regional Assets Management will take over a range of tasks from the Team Leader with the objective of a clearer division of tasks between the two international LTE along the lines: alignment of activities of this contract with the activities (incl. reporting and monitoring) of the MLPS project to become the core task of the Team Leader; planning, management, and quality control of the STE missions to become the core task of the International Expert on Local and Regional Assets Management.
 
In addition, the International Expert on Local and Regional Assets Management will be expected to render substantial assistance in identifying suitable investment / funding for the individual investment projects.
 
Qualifications and experience
 
General qualifications
 
         M.Sc. (Engineering, Urban / Regional Planning or Development),
        General professional experience (min. 15 yrs relevant professional experience).
 
Specific qualifications
 
         Relevant work experience in an EU country (>3 yrs),
         Has participated in/delivered feasibility studies (more than one sector advantageous; e.g., SWM and WSS or WSS and EE),
        Public procurement and / or preparation of projects for funding (> 3 yrs),
         Management role (e.g., Head of Department) in a public or private entity >5yrs
 
Regional experience / knowledge of country
 
        Work experience in IPA or ex-Phare countries
 
Language skills
 
       Fluency in English required, proven working knowledge of Romanian and/or Russian an advantage.
 
 Part 2
 
The following additional information is provided, based on the experience of the first 10 months of this contract.
 
Enhanced profile of the required expert
 
The following competencies (attitude, knowledge, application or behaviour) are also required:
 
         Be able to understand – without being a sectoral specialist - main technical and construction issues to infrastructure projects with regard to all projects in all four sectors (SWM, WSS, EE in public buildings and regional/local roads),
         Be able to understand and accept the fundamental ethos and requirements of the entire project especially its Intervention Area 2,
         Be able to understand and accept the complex project environment,
         Be able to work constructively and in a respectful and facilitative manner with all other experts, especially national experts,
        Be able to accept advice and direction from others, especially the TL, and through him, the GIZ Project Manager,
        Be able to communicate effectively, succinctly and diplomatically in English in writing and orally, including compiling good quality reports,
       Be able to propose processes and methodologies that ensure innovative and ever more efficient and effective ways to implement the work program, especially elaboration of a very large number of projects,
         Be able to communicate with ministries, other development partners, and operate in a dynamic policy and political environment.
 
Further, in order to reach specified targets, the team must work with high efficiency, according to streamlined work procedures and avoiding at all costs, any unnecessary studies. For this reason the international expert must be flexible and highly organized, able to identify economies of effort, synergies in working. Unless otherwise determined, projects will be developed to standards prevailing in the Republic of Moldova complemented by useful good international practice. In cases where projects are being prepared for funding by a specific donor or IFI, then the standards of that donor or IFI will be adhered to, as agreed.
 
Reporting
 
The international expert on local and regional assets management will report directly to the TL, and in his absence the deputy TL. He/she will agree all major work processes with the TL. His/her performance will be subject to a formal appraisal after three months and periodically thereafter (usually every 6 months) along with all other core team members.
 
Others
 
The international expert on local and regional assets management is required to adhere to the GIZ Code of Conduct and other practices – administrative or otherwise – in practice in the team as defined by the TL.
